Under the administrative direction of the Deputy Director of the Administration Division, the Chief, Office of Human Resources provides leadership through subordinate managers in developing and implementing human resources strategies to ensure alignment with the Department of General Services (DGS) overall mission and strategic goals and objectives. As such, the Chief is responsible for strategic planning and managing human resources programs, functions, and activities for DGS and Client Agencies. This includes developing and leading the human resources team and providing professional human resources support, advice, and guidance to the DGS executive team and Client Agency leadership.

This position may be eligible for telework in accordance with DGS's Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

General Qualifications
State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.
Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

a. Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; the manager's role in labor relations; the manager's responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.

b. Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive branches; analyze complex problems and recommend an effective course of action; prepare and review reports; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

  • Demonstrated experience and knowledge in the development and implementation of programs, policies, and procedures related to human resources services including workforce hiring and development, payroll, benefits, training, digital innovation, and succession management.

  • Excellent written and verbal communication and negotiation skills, with the ability to maintain open, honest, consistent, confident, and professional communication always.
  • Ability to gain confidence and support of Executive staff and advise them on a wide range of human resources and other administrative matters.
  • Expert knowledge and understanding of applicable Federal and California employment laws.

Statement of Qualifications Factors:

1. Describe your knowledge of and experience managing human resources related functions. Please include specific information such as the department/organization, your title/level, and the programs you oversaw.

2. Over the last several years the COVID 19 pandemic and hybrid work have resulted in a shift in medical management requests, cases, and workload. Medical Management teams have had to adjust to additional competing priorities, and potential staff burnout. Describe your knowledge and experience related to Reasonable Accommodation and what you have done to address priorities, and improve and evolve the knowledge, skills, and abilities of your team.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
