Position Objective:

The COO of the Luminis Health Clinical Enterprise is responsible for the operations of Luminis Health Clinical Enterprise (LHCE), its business units, associated joint ventures and all service lines within Luminis Health. The COO provides leadership to all aspects of the clinical enterprise with regards to access, standardization, resource management, operations, supporting physician clinical activities, and advancing the Long Range Clinical Plan of Luminis Health.

The COO is a key leader in the Luminis Health organization, supporting the President of the LHCE but also engaging across the organization in a matrixed role, with the goal of organizing a structure and adhering to processes the enable us to achieve those strategic initiatives which are defined as critical to a thriving health system.

The COO will report directly to the Chief Physician Executive (CPE)and integrate operations both vertically within LHCE and horizontally across the system. Given the matrixed environment it is a requirement that key working relationships be defined:

Essential Functions:

The key responsibility of the COO is to ensure that the Luminis Health Clinical Enterprise and associated businesses function in an integrated system of care, continuously improving financial performance, realizing robust growth in clinical services and access, as well as enhancing the patient experience.

Additional Responsibilities:

  1. Controls the cost of the LHCE overall operations against competitive standards by: (1) identifying appropriate cost standards against which financial performance can be measured; (2) ensuring that complete and workable financial planning and budgeting methods are implemented throughout the medical center to predict, record and monitor financial decisions and performance; (3) overseeing ongoing evaluation of accounting and business operations to ensure the timely receipt of payments and expedite work flow thereby reducing the cost of accounting and business operations; (4) managing the organization's cash flow and investment and borrowing activities.
  2. Assures that LHCE is appropriately reimbursed for the services it provides by: (1) completing applications, negotiations and settlements with regulatory agencies regarding reimbursement matters; (2) establishing and implementing procedures for reimbursement; (3) monitors regulatory environment for changes that may affect reimbursement.
  3. Assures that the financial effect of management decisions are objectively presented and appropriately considered by LHCE management team by: (1) serving as a member of the LHCE senior management team; (2) remaining knowledgeable about all areas of LHCE business environment and financial trends affecting LHCE; and (3) advising and counseling LHCE management in all areas of financial planning analysis and decision-making.
  4. The COO is an executive level position within the health system, and is responsible for driving towards the highest level of organizational goals of quality, community, growth, finance, and workforce.
  5. Participates in the strategic planning process of the health system.
  6. Leads, along with the CPE, all service lines in the health system advancing the clinical breadth, financial stability and external recognition of the clinical services.
  7. Leads the change management efforts required to adapt to the evolving marketplace, clinical services and workforce
  8. Coordinates with the Chief Compliance Officer that all activities and processes are compliant with legal precedent and regulations.
  9. Provides for the cost-effective and productive operation of departments necessary to meet LHCE financial objectives by managing the following major areas of the health system's operation: general accounting and financial operations, reimbursement, patient accounting and billing, analysis, and property management.
  10. Participates in population health, at risk contracting and the organizational effort to lower cost and enhance quality within value-based contracts.
  11. Promotes a community based integrated health system. Participates in the development of a managed care strategy for LHCE.
  12. Responsible, along with the VP of Real Estate, for the property management of all real estate owned or leased by LHCE.
  13. Establishes performance indicators to evaluate effectiveness of assigned projects.

Educational/Experience Requirements:
  • Graduate Degree in Business, Finance, Medical/Health Administration or equivalent.
  • 10 years of increasingly responsible hospital financial management experience required, with in-depth knowledge of government regulations of health care financing and physician practice management required.
