The Street Transportation Department has a vacancy for a Civil Engineer III, Horizontal Project Manager position. This position performs project management duties for the Street Transportation Department Capital Improvement Program (CIP) projects. Projects range from small scale to multi-million dollars and can include paving, traffic control devices, lighting, active transportation facilities, drainage systems, and water/wastewater infrastructure. Responsibilities for project management include project design; cost estimation; construction administration; supervision of the design; and inspection of construction activities to ensure compliance with standards, contracts, construction plans, and specifications for CIP projects in the City's municipal infrastructures. Additional responsibilities include managing consultants and contractors and supervising City staff.

Responsibilities for project management include project design; cost estimation; construction administration; supervision of the design; and inspection of construction activities to ensure compliance with standards, contracts, construction plans, and specifications for CIP projects in the City's municipal infrastructures. Additional responsibilities include managing consultants and contractors and supervising City staff.
Key duties include:
- Utilizing the current city project delivery tools.
- Technical specification review and creation for city standards.
- Negotiating and preparing contract change orders and adjustments.
- Producing and evaluating project cost estimates and construction documentation.
- Reviewing construction document submittals, material submittals and pay estimates.
- Preparing scope of work, evaluating, and approving final engineering services and construction cost proposals.
- Providing expert guidance on the technical aspects of project design and construction documentation.
- Producing, reviewing, and interpreting plans and drawings to ensure compliance with standards and contract documents.
- Preparing correspondence to vendors and furnishing comprehensive documentation for senior City staff members.
- Overseeing the entire lifecycle of federal and local CIP projects within the city's right-of-way, from initiation to design and construction.
IDEAL CANDIDATE
- Familiarity with local, state, and federal regulations.
- Proficient using Microsoft Applications (including MS Project).
- Knowledge of Federal Aid project funding guidelines.
- Knowledge of design and construction project administration.
- Knowledge of ADOT/MCDOT, railroad, and other agency processes and design/construction coordination.
- Knowledge of Alternative Project Delivery Methods, construction methods, and materials and practices used in municipal Right-of-Way construction projects.
- Ability to review field projects being designed or constructed.
- Ability to manage multiple ongoing professional services and construction projects.
- Ability to present project related information during public meetings: for both in-person and virtual settings.
- Ability to lead a team of project managers on a wide range of horizonal design and construction projects.
- Ability to analyze project schedules and critical paths, for timely and effective project delivery with a focus on adherence to schedule.
- Ability to investigate field issues affecting property owners, working with the construction team to ensure a seamless transition as projects move from the design to construction phases.
- Ability to conduct field investigations, inspections, and on-site meetings as necessary to verify compliance with City of Phoenix standards, codes, ordinances and approved drawings and specifications.
SALARY
Pay Range: $93,121.60 to $131,40.00 annually.
Hiring Range: $93,121.60 to $118,040.00 annually.

MINIMUM QUALIFICATIONS
- Four years of experience in the practice of civil engineering or architecture.
- One year of experience supervising professional and technical staff.
- Bachelor's degree in civil engineering or a related engineering degree.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering within the first 12 months.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Current Arizona Professional Engineer registration preferred.
- Client / manager experience.
- Process improvement experience.
- Civil Engineering design experience related to construction on municipal facilities.
- Two years of project management experience in complex capital improvement projects.
- Two years of managing consultants and contractor staff for CIP projects.
- Three years of civil engineering transportation and street drainage design or plan review experience.
- Experience with community outreach and engagement.
- Experience with contract negotiation and procurement.
- Experience with project management principles and best practices.
- Experience with capital improvement program budget at managerial level.
- Experience with management of multiple design and/or construction contracts simultaneously.
- Experience with streets, traffic signals, highways, bridges design and construction industry.
- Experience with construction contract administration; including, but not limited to, pay estimates, change orders, and other related documentation.
