This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Essential Duties :

• Under supervision, performs fully functional professional civil engineering work of moderate complexity related to the planning and record or construction and maintenance of sewer projects.

• Reviews and evaluates design variance requests involving design plans review, hydraulic and hydrologic calculations and coordination.

• Prepare and maintain planned project checklists in Microsoft Excel and GIS applications.

• Perform project conflict analysis utilizing GIS software for various infrastructure projects within the City.

• Maintains sewer design CADD standards and sewer construction standard details.

• Conducts field surveys to collect data for planned improvements to water, sewer, traffic, street, and related systems and facilities.

• Establishes line and grade, property lines and elevations for construction projects.

• Prepares and reviews engineering designs, drawings, calculations, specifications and cost estimates for infrastructure and building construction, maintenance, and repair projects.

• Serves as resident engineer at the site of small maintenance and construction projects, monitoring construction methods and work in progress, inspecting materials and ensuring work is completed according to contract specifications and project timelines.

• Prepares reports on the status and costs of engineering projects. Reviews payment vouchers submitted by engineering and construction firms ensuring payment requests reflect completed work according to contract specifications.

• Reviews proposed engineering changes, contract amendments and related costs and makes recommendations regarding appropriateness and cost efficiency.

• Coordinates with other departments and agencies in addressing questions and issues related to sewer work.

• May assist in training and providing guidance to staff.

• May prepare supporting documents and maps for grant application.

• May research new techniques and software for use in planning and record maintenance.

• Performs site investigations and reports their findings in response to drainage complaints from residents.

Qualifications

MINIMUM QUALIFICATIONS : Graduation from an accredited college or university with a bachelor's degree in Civil Engineering or a directly related field of engineering supplemented by one year of Civil Engineering experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met.

NOTE: A valid State of Illinois driver's license is required.

SELECTION REQUIREMENTS : This position requires applicants to complete an interview. The interviewed candidate possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement.

Preference will be given to candidates possessing the following:

  • Previous work experience coordinating with multiple entities.
  • Previous work experience reading and reviewing plans and utility coordination.
  • Previous work experience reading, preparing or reviewing plans, specifications and cost estimates.
  • Previous work experience using computer aided design, drafting systems, and Geographical Information System (GIS) software.
  • Previous work experience coordinating bridge related work in engineering.
  • Previous work experience with multiple government agencies/entities or municipalities (e.g., utilities).
