Job Description

Under the direction of the Director of Wage and Salary, is responsible for participating in the standardization of data collection from employees and facility Wage and Salary staff; conducting reviews of employee history, salary and compensation; compiling and analyzing compensation and inquiry information; calculating salary increases by applying appropriate formulas and rules; reviewing Labor Relations Order (LRO) and longevity run data to ensure accuracy and inclusion of appropriate staff; providing support and guidance to health care setting HR departments; and supporting quality assurance efforts, leading to increased accuracy in employee pay across the System.

Typical Tasks:
  • Conducts detailed salary and employment history reviews utilizing various electronic systems and reconstructs salaries to determine if appropriate percentage increases were applied and identifies over or underpayments of employees based upon title(s), collective bargaining agreement(s) and effective date(s).
  • Performs ad-hoc reviews of HR Audit reports for assigned health care settings and confirms accuracy of transactions processed; identifies compensation, title and/or employment date issues in the records. Summarizes issues in email format for internal review/confirmation and provides notifications to assigned HR departments; handles related inquiries and audits updates, as applicable.
  • Collects salary inquiry information from health care setting Wage and Salary staff, including confirmation of employee information in physical employment records, as required, to ensure accuracy of PeopleSoft data/compensation and provides information regarding salary history findings for confirmation, as needed.
  • Conducts title compensation analyses to ensure staff are properly paid within established salary ranges and are receiving appropriate pay differentials, with accurate payroll codes, to support increased accuracy of employee pay and decrease payroll leakage.
  • Performs ad-hoc and routine workforce analyses and analytics, to ensure appropriateness of employee pay rates, costing activities and equity reviews and to identify areas for training or standardization in support of increased accuracy and improved employee experience.
  • Participates in preparation for and/or review of Labor Relations Order (LROs) and Longevity runs by preparing calculations, identifying individuals due LRO/Longevity-related adjustments, auditing transactions processed and preparing transactions to be manually processed.
  • Utilizes PeopleSoft queries to obtain or confirm employee or title information, prepares pivot tables, calculations and other summary reports, status updates and other analyses, as requested.
  • Processes compensation-related transactions in PeopleSoft, as requested. Makes appropriate email notifications for transactions processed to health care setting HR and Payroll departments.
  • Reviews health care setting HR department ticket requests and forwards to HR Shared Services for processing or processes transactions, where applicable. When processing transactions, appropriately documents in ServiceNow ticket tracking system and makes appropriate notifications.
  • Makes recommendations for standardization and process improvements to support increased efficiency and improved employee experience relating to salary review, analysis and presentation of salary information to System employees.
  • Performs other duties as needed.


Minimum Qualifications
1. A Baccalaureate Degree in Management, Business Administration, Psychology, Economics or related field with emphasis in Personnel Administration, Employee Relations, Manpower Economics; and,
2. Comprehensive knowledge of position classification principles and various occupational groupings and levels in both the private and public sector, and of wage and salary administration and organizational principles.
3. Five years of experience in personnel administration, employee relations, management or public administration, with at least three years of progressively responsible experience in position classification, wage and salary administration and organizational analysis in a large public or private organization; or,
4. An equivalent combination of training and experience sufficient to indicate ability to perform satisfactorily.

Department Preferences

  • A Master's degree in Industrial/Organizational Psychology, Organizational Development, Human Resources, Business Administration, Public Administration, or a closely related field from an accredited college or university, and 2 years of experience in human resources, employee compensation, employee/labor relations, wage and salary role requiring determination of salary entitlements and/or processing of employee pay and/or additions to gross pay.
  • Experience and/or strong familiarity with NYC and/or H+H NYC and/or H+H collective bargaining agreements including knowledge of various salary differentials, title structure and/or civil service system.
  • Ability to accurately calculate salaries at various points in time including ability to apply percentage increases and identify issues in calculations.
  • Experience with and knowledge of PeopleSoft, particularly with query modules, including creation of ad hoc and modification of canned queries.
  • Human Resources certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) and/or knowledge of Human Resources as a discipline, including, Classification and Compensation, Job Analysis and other related areas.
  • Excellent communication skills (e.g., speaking, writing, presenting) and strong interpersonal skills and the ability to collaborate and communicate with staff at all organizational levels.
  • Advanced knowledge of Microsoft Office applications, including charts, formulas, v-lookups and pivot tables in Excel; advanced formatting and review functionality in Word, and organizational charts and process flows in Visio.
