Job Summary

Reporting to the Chief Health Information Officer, the Clinical Specialist Analyst II (Health Informatics) will be a key IT member of the Health Informatics group, which partners with the Health System CIO and Institutional CIO in delivering high value informatics and IT capabilities. Specifically, this Master's degree level position will collaborate with various Health System and IT stakeholders to design, implement, and evaluate care delivery innovations with an informatics/IT component, including AI-enabled clinical workflows. The role will involve leveraging expertise in EHR decision support build, clinical terminologies, data management, and data analysis to drive improvements in patient care and health system operations. The Clinical Specialist Analyst II (Health Informatics) is expected to utilize their highest skills in critical and analytical thinking for solution envisioning, design, and implementation. This role is also expected to collaborate effectively with and be a knowledge resource for other IT team members and analysts. This role requires Epic certification in both (a) at least one clinical module, and (b) at least one population health or analytics module (Healthy Planet, Cogito, Caboodle). Certification is also preferred in agile project management methods (e.g. Certified Scrum Master or similar), and/or business analysis (e.g. Certified Business Analysis Professional or similar).

Our ideal candidate for this position meets the requirements and also possesses:
  • Experience designing and configuring advanced rule logic for patient-facing features, such as for patient-reported outcome questionnaires and/or MyChart decision trees.
  • Experience working with clinical terminologies and ontologies, such as developing value sets for EHR-based registries, clinical decision support, and/or analytics.
  • Experience conducting agile sprints for clinical optimization projects involving collaboration with physicians, nurses and other healthcare professionals.
  • Training and/or experience in agile value stream management.
  • Strong critical thinking and problem-solving skills.
  • Strong professional and technical writing skills.
Experience and Education

Minimum Requirements
  • Pharmacy degree from ACPE accredited school, current licensure by State Board of Pharmacy, and four (4) years of experience in clinical systems and/or project management, required. Experience in clinical setting preferred. Or
  • Physician assistant graduate from an ARC-PA accredited school, current licensure by the State of Texas, and four (4) years of experience in clinical systems and/or project management, required. Experience in a clinical setting preferred. OR
  • Nurse Practitioner with Master's degree in Nursing (MSN). Must have current licensure as a Registered Nurse through the National Council Licensure Examination - Registered Nurses (NCLEX-RN). Must be credentialed through the American Academy of Nurse Practitioners or American Nurses Credentialing Center. Four (4) years of experience in clinical systems and/or project management, required. Experience in a clinical setting preferred. Or
  • PACS Administrator (Must have knowledge and training of Imaging Informatics, Solutions Engineer, Clinical Analys, Application Analyst or System Engineer). Preferred but not required a PACS certification (Certified PACS Associate- CPAS, Certified DICOM Integration Professional- CDIP, Certified PACS Systems Analyst- CPSA) Or
  • Master's Degree in health informatics, healthcare management, computer science, data science or related health technology field, and four (4) years of experience in clinical systems and/or project management, required. Certification in a core health informatics application preferred but not required (e.g., Epic Cogito or Healthy Planet Analytics, Cerner HealtheAnalytics, Microsoft Azure, AWS, or equivalent). Certification in project management and/or business analysis preferred but not required (e.g., Certified Scrum Master, Disciplined Agile Scrum Master, PMI-Agile Certified Professional, PMI-Professional in Business Analysis, Certified Business Analysis Professional).
Job Duties
  • Manages projects and serves as primary customer contact. Defines and maintains project plan and schedules.
  • Monitors compliance with definitions of project scope, timelines, and deliverables.
  • Provides regular project status reports to customer and internal management.
  • Assists business analysts of lower grade to coordinate projects.
  • Collects, interprets, and documents specifications required to develop new and revise existing software applications.
  • Develops and implements operational plans for new and existing business computer applications.
  • Participates in development of project proposals for customers.
  • Coordinates testing of new applications and changes to existing applications to ensure integrity and quality of data while providing and/or assisting in training of system users.
  • Defines and develops test scenarios.
  • Documents and tracks status of application errors and related issues in problem log.
  • Assist programmers and business analysts of lower grade in analyzing and resolving problems.
  • Monitor PACS activities and resources, diagnoses system hardware and software problems, perform monitor calibrations, validates computer workstations, resolves problems according to established policies and procedures as required by assigned team. Compiles complete, concise, and comprehensive policies and operation procedures to assist in communicating issues to applicable management staff.
  • Develops new system administrative procedures required utilizing new functionality resulting from system changes.
  • Assists in developing and implementing business strategies in departments to improve operational processing and productivity.
  • Monitors development of specifications and establishes priorities for accomplishing design and testing of various projects.
  • Reviews, develops, recommends, and implements activities, programs or functions as assigned.
  • Maintains and tracks accounts assigned to projects or programs. Develops and maintains project plans.
  • Provides project status reports. Assists with a process improvement/quality improvement project committee to develop solutions to identified issues.
  • Chairperson, co-chair, or subject matter expert on two or more quality councils (e.g., P&T or subcommittee, CQT, OQT, EQT, MS) or on a hospital based committee/task force or ambulatory governance committee and attends at least 85% of the meetings.
  • Routinely recommends and documents clinical interventions that should be taken in the electronic medical record.
  • Super user trainer for new programs or initiatives and provides training to staff for implementation.
  • Involvement and precepting pharmacy, nursing, or medical students, or be an approved resident preceptor.
  • Provide feedback and recommendations to the CMIOs and HSIR leadership as needed.
  • Providing technical guidance and/or business knowledge and direction to project team members with occasional supervision.
  • Monitors industry trends for applicability, evaluating software and related technologies for recommendations.
  • Has a leading role in the medication safety perspective of technology initiatives and ongoing support of systems.
  • Analyzes clinical data, recommending and developing system solutions that support patient care.
  • Performs other duties as assigned.
Knowledge, Skills & Abilities

Work requires good written and verbal communication skills. Work requires ability to prioritize and meet deadlines. Knowledgeable in Citrix, VM (knowledge of ESX features), storage concepts, system administration, networking, IP routing, VLAN, troubleshooting connectivity and latency issues, shell scripting, SQL, integration with cloud hosted apps, database clusters, backup strategies, hardware configuration and server requests. Functional knowledge of HL7 interfaces and the ability to analyze interface errors from clinical systems. Work requires familiarity with use of personal computers. Work requires telephone and personal contact with all levels of faculty and staff within UT Southwestern to assist in information system and project coordination. Work requires minimal physical exertion but may require sitting and standing for long periods of time. Work requires ability to read, write, and analyze data. Work requires ability to develop plans, procedures, and coordinate persons and other resources to accomplish goals. Work requires ability to perform under broad direction and desired results are indicated in broad terms or objectives. Work requires determination of methods and approaches to work problems.
