Job Description

SUMMARY DESCRIPTION:

Under direction, coordinates security of persons and property in assigned school clusters. Provides direct guidance and support to school and central based administrators, security staff, security teams and other MCPS employees in school safety, security, and emergency preparedness matters. Supervises 30-40 security staff members in assigned clusters; develops and conducts training for MCPS staff members; creates, implements approves school and facility emergency plans and conducts emergency preparedness drills; serves as liaison for local authorities and community engagement officers (CEOs); engages stakeholders in safety and security issues; and engages in community outreach and student mentoring. Provides direct supervision and support of security rovers and development of work duties and assignments as well as performance observations. Conducts complex social media threat/harassment/assault investigations, high level safety/security related investigations, and follow-up investigations of information and tips received from the Maryland Safe Schools Tip Line. Conducts behavioral threat assessments in collaboration with school administrators. Supervises, develops and assigns work duties and assignments. Assists supervisors and provides input regarding performance evaluations and performance issues; conducts pre-screening and interviews for permanent and temporary security staff; provides input on the development of training and delivers field training to new and existing security staff, administrators, school staff and OSET members. Provides safety and security-related services as needed to MCPS officials.

CERTIFICATE LICENSE:

First aid and CPR certification. Valid class C driver's license required.

KNOWLEDGE, SKILLS, and ABILITIES:

Knowledge of procedures and practices for ensuring the safety and welfare of others. Knowledge of behavior management techniques. Knowledge of Memorandum of Understanding with local law enforcement; local, state and federal laws; security policies/procedures; Safe Schools Act; Family and Educational Rights and Privacy Act; and MCPS policies and procedures regarding school security and standards of student behavior. Demonstrated knowledge of investigative and security procedures. Thorough knowledge of social media platforms and methods/best practices in conducting investigations using technology. Excellent oral and written communications and human relations skills; ability to effectively engage administrators, students, parents, community members, county partners and other stakeholders with cultural proficiency and equity. Ability to routinely utilize current technology to document and track information and to communicate to MCPS staff and the community. Knowledge of the latest security technology including surveillance cameras, access control systems, visitor management systems, and communication devices and the ability to use the latest technology. Ability to continually analyze and assess operations and critical or emergency situations and make decisions to ensure the safety and security of schools and facilities. Ability to maintain confidentiality in accordance with HIPAA and FERPA. Ability to work and take decisive actions under pressure, and in emergency/crisis situations. Ability to meet deadlines and create, manage and execute project/security plans. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

EDUCATION, TRAINING, and EXPERIENCE:

Associates degree required. Bachelor's degree preferred. Course work in criminology, law enforcement, or related fields. Three to six (3-6) years of law enforcement/security experience in investigations and safety and security of persons and property required. Minimum 3-6 years successful supervisory experience required. Training in current security practices and technology preferred. Training in digital threat assessments, Behavioral Health Threat Assessments, de-escalation and crisis prevention intervention training required. Experience conducting complex social media threats and high level safety/security related investigations.
