Job Duties

The Virginia Department of Environmental Quality is seeking a qualified candidate to serve as a member of the Office of Ecology team responsible for coordinating technical, programmatic and policy aspects of the Department's responsibilities under Virginia Codes 62.1-44.34:29 and 62.1-44.34:33. Specifically, this position leads coordination among DEQ's water permitting, Land Protection Division, water monitoring and assessment and TMDL programs, as well the Virginia Department of Health (VDH) to consistently manage and respond to reports of PFAS Maximum Contaminant Level (MCL) exceedances. Coordinates efforts with the PFAS Expert Advisory Committee and leads the preparation of an annual report. Provides expertise in PFAS regulations and guidelines. Presents content in a manner which facilitates data comprehension by technical and non-technical audiences. Reviews technical documents for consistency with regulatory requirements, PFAS analytical methods, and sound science. Works independently yet interacts effectively as a team member

Minimum Qualifications

• Comprehensive knowledge of federal and state laws, regulations, policies and practices related to water quality and PFAS, including appropriate monitoring and analytical methods.
• Knowledge of the principles of water quality assessments and management, environmental engineering, TMDLs, modeling principles, hydrology, statistics, database management, GIS, database management including Excel & Access, chemistry, toxicological principals.
• Knowledge, skills and abilities in policy analysis, research and evaluation techniques, project management, and personal computer operations (including word processing, spreadsheets and database management).
• Demonstrated ability to conduct and report analyses; to conduct independent research; to analyze, interpret and apply regulations, procedures and legislative proposals and mandates; to communicate effectively orally and in writing (including giving presentations and managing meetings).

Additional Considerations

Education, experience or training in environmental sciences and policy, aquatic ecology, biology, natural sciences, environmental engineering, or related field which provides an advanced understanding of the knowledge, skills and competencies for the position. Experience in water quality programs. Experience in project management and in analyzing statutory and policy requirements and translating them into programs to be implemented by operational personnel. A valid driver's license.
