The State Controller's Office, Disbursements Bureau, seeks a highly motivated Communications & Personnel Manager (Staff Services Manager I) to join our team. The incumbent will serve as a subject matter expert and provide leadership, expertise, oversight, and support to a small team of professional staff responsible for personnel and communications duties, as well as staff at all levels throughout the Bureau.

Duties and Responsibilities:

As Communications Manager.
  • Develop and review content for external communications that has statewide impact. Present at statewide forums on projects, production issues, or other topics impacting agencies.
  • Collaborate with the Disbursements managers and peers across the organization to develop a New Employee Orientation Program, Upward Mobility Program, and Shared Values Committee.
  • Develop and implement the Disbursements Bureau Training and Onboarding Program. Design and facilitate delivery of engaging and effective learning solutions for all levels of staff.
  • Develop a bureau-wide employee feedback strategy and business process improvement intake in order to effectively interact with staff, handle high-priority and/or sensitive complaints in a timely manner, and manage and improve on employee morale.
  • Own and manage the Disbursements Bureau SharePoint site (DiBS).

As Personnel Manager.
  • Ensure compliance with proper hiring practices. Provide guidance and assist managers with all aspects of recruitment, hiring, and onboarding.
  • Train supervisors on and maintain by required schedule all bureau employee performance reviews, including individual Development Plans (IDP), when applicable.
  • Manage the Bureau's employee training program ensuring training requirements are met per classification, annual IDP or other directive.
  • Oversee a variety of activities that serve to ensure the Disbursements Bureau operates in the most efficient and effective manner possible.
  • Assist management in the development of Disbursements Succession Plan. Use strategic and recruitment data and trends to forecast workforce and succession needs and identify gaps and gather statistics for targeted recruiting. Participate in succession and workforce planning workgroups.
  • Attend the monthly Transaction Supervisors' Forum and Monthly Ad Hoc Meetings, as well as other statewide or internal administrative meetings and forums and disseminate information back to Disbursements staff and management.
Provide Strategic, Managerial, and Administrative Support.
  • Act as the Disbursements Bureau Legislative Coordinator to ensure State and Federal legislative programs relating to the State Controller's Office and its impact on the Disbursements Bureau are identified, reviewed, analyzed, summarized and monitored, as well as, responding to legislative requests.
  • Develop, prepare, and present workload statistics to analyze and monitor unit processes and make recommendations for process improvements.
  • Complete special projects including conducting research for the Bureau Chief and Disbursements' leadership team as required.

Working Conditions
This position offers hybrid telework opportunities under California Government Code Section 14200 for eligible applicants residing in California.
