The Governor's Office of Planning & Research (OPR) is recruiting to fill one (1) limited term, Staff Services Manager II position within the Office of Community Partnerships & Strategic Communications.

Note: This is a 12-month limited term position which may be extended to 24 months and may become permanent.

Under the supervision of the Deputy Director of Community Engagement, the Community Engagement Strategist will serve as a nonsupervisory specialsit and assist in matters related to the management and analysis of the department's relationships with the Trusted Messenger Network (TMN) of funded community-based organizations. The incumbent will engage in active collaboration with the department's internal staff and all external key publics to create and measure the efficacy of outreach and education strategies in support of the OCPSC's overarching goal of creating clear and open lines of communication with California's general public.

The Community Engagement Strategist will assist with various issues related to the TMN and its relations with the department and OCPSC at large. This position will require that candidates have a background in contract or grant management and program analysis to provide the executive team with assistance regarding the TMN. This position's primary focus will be to reinforce relationships with the TMN, providing them with technical assistance as needed, enhance feedback loops, strategic direction and program development and track progress on department initiatives.

This position is eligible for telework in accordance with the OPR Telework Policy.

Working Conditions

The positions at OPR may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code Section 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.

All OPR employees must reside in California upon appointment.

  • OPR is located in Sacramento, directly across from the State Capitol.
  • Requires being in a stationary position, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)
  • Daily use of personal computer, office equipment, and/or telephone.
  • Occasional overnight travel up to 10% may be required.

Department Information The Office of Community Partnership and Strategic Communications (OCPSC) is a $65 million state investment to formalize and leverage the infrastructure and work the state developed to support the 2020 Census and COVID-19 public awareness and community engagement campaigns. The OCPSC will centralize and streamline statewide efforts to manage the state's highest priority public awareness and community outreach initiatives.
