The Compliance and Reporting Assistance Section (CARAS) is responsible for providing individualized compliance and reporting assistance services and information to in-use vehicle and equipment fleets and other stakeholders affected by CARB's heavy-duty mobile source regulations. Staff provides these services via a phone help center, email communication, and in- person outreach (aka The Hotline). Under supervision by the manager of the section, the Air Resources Technician II will be responsible for duties related to outreach and compliance assistance for all CARB heavy-duty vehicle and incentive programs.

The incumbent will be responsible for collecting heavy-duty vehicle data from fleet owners, communicating relevant options for compliance with air quality regulations, and compiling and distributing local, State and Federal air quality regulations. Specific tasks may include: Answering routine phone calls or emails to The Hotline, providing fleets with accurate, detailed information about the requirements of regulations affecting mobile equipment and assisting fleets in understanding those requirements.

Maintaining accurate, detailed records of calls completed in a database format.

Tracking compliance assistance and outreach event contacts and materials distributed at events.

Researching regulatory language, calculating fleet compliance, assisting Air Resources Engineers and Air Pollution Specialists in preparation of printed and electronic/web outreach materials, assisting with preparation and execution of stakeholder and outreach meetings.

    Working Conditions

    The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
