The EDD Compliance Review Office reviews workforce programs across California in an effort to improve the workforce system.

This position is headquartered in Sacramento and may be eligible for telework under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

The Audit & Evaluation Division (A&ED) supports EDD's goals by conducting independent, objective, and risk-based audits, evaluations, technical assistance, consultations, surveys, and other services to improve EDD's programs and functions. A&ED also assures that EDD complies with laws, regulations, policies, and standards.

A&ED is looking for a highly motivated individual to be a part of the Compliance Monitoring Section (CMS). Under the direction of their unit manager, the incumbent will act independently, as both team leader and member, to conduct complex fiscal and program monitoring of the Local Workforce Development Areas (LWDAs) and other grant recipients. The incumbent is to assure that LWDA policies, procedures, and operations are established to achieve program quality and outcomes. Additionally, assuring that objectives are met and comply with all applicable federal and state laws, regulations, policies, including the Workforce Innovation and Opportunity Act (WIOA), and other non-WIOA programs. Results of monitoring, including recommendations for program improvements, are communicated to LWDAs, grantees and, if the need arises, to external agencies such as the Department of Labor and affected local government agencies. The incumbent may also act as a resource on various work groups, be assigned to provide technical assistance, or staff support to the A&ED, Compliance Review Office (CRO), and other EDD staff. The incumbent is expected to accept increasing levels of responsibility.

In addition, the incumbent is expected to: exhibit open-mindedness, flexibility, and tact; possess the ability to multi-task; demonstrate personal skill and initiative in communications and work habits; complete assignments in a timely and efficient manner within the form and format prescribed by A&ED, CRO, and CMS; and adhere to EDD policies regarding attendance, leave, conduct, and appearance.

The most competitive applicant will have excellent analytical, verbal, and written communication skills, as well as strong interpersonal skills. Additionally, the individual must possess strong organization skills, and the ability to use computer software applications such as Microsoft Word, Outlook, and Excel. Because of the nature of the work, the ideal candidate would also have experience and/or knowledge working in compliance, audits, investigations, or program monitoring.

Background Investigation Requirement
