Summary

Works under minimal supervision and is responsible for the day-to-day operations for our contingency staffing program. This position will be responsible for ensuring operational excellence in the fulfillment of contingent worker engagements.

Experience and Education

Bachelor's degree strongly preferred and three (3) years of progressively responsible experience in human resources, talent acquisition, contracts, or related field. Applicants without the stated preferred degree, but with significant additional related experience may be considered.

Job Duties

  1. Responsible for contingency staffing program activities to include, but not limited to, job posting, sourcing referrals, and onboarding of newly hired contingency staff.
  2. Educates internal teams on best practices for contingency staffing and manage expectations with stakeholders based on data-driven strategies.
  3. Partners internally with hiring managers, HR, and legal as an expert on contingent staffing processes and policies and externally with all selection related vendor partners.
  4. Coordinates and oversees all data entry into system tracking assignments and hires for contingency staff.
  5. Works with Office of Budget and Financial Planning and Office of Accounting Payroll to ensure compliance with payroll and billing process for staffing costs.
  6. Oversees recruiting activities for transfers, temp-to-hires, through applicant tracking system and enterprise system for maintaining human resources data.
  7. Oversees compliance of all contracted companies confirming metrics are being met.
  8. Maintains reports and tracks placement of staff through internal staffing services.
  9. Partners with Talent Acquisition Manager to develop and oversee talent acquisition strategy for contingency staffing program.
  10. Negotiates billing rates with contracted company.
  11. Maintains relationships with contingent labor suppliers.
  12. Develops, revises, recommends, and interprets policies and procedures related to contingency staffing for both internal and external providers.
  13. Assists with various talent acquisition projects as needed or required.
  14. Preforms other duties as assigned.

  • Work requires written and verbal communication skills.
  • Work requires ability to prioritize and organize work to meet deadlines.
  • Work requires ability to utilize computer and spreadsheet and word processing software.
  • Work requires telephone and personal contact with all levels of internal and external personnel and organizations to resolve complex, non-routine problems related to Recruiting and associated Human Resources matters.
  • Work requires reading, writing, simple arithmetic, analyzing data, writing reports, interpreting policies and procedures, and organizing people and resources to meet goals.
  • Work requires ability to develop, recommend, and implement policies and procedures relating to Human Resources.
Working Conditions

Work is performed primarily in general office area.

Any qualifications to be considered as equivalents in lieu of stated minimum require prior approval of Vice President for Human Services Administration or his/her designee.
