Responsibilities:

Position Overview:

The Contracts and Acquisition Analyst will advise the US Government Lead and Product Offices on contract requirements and provide guidance on regulatory requirements governed by the FAR/DFAR. In addition, will be responsible for analyzing contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedures, participate in program management reviews, and compliance activities across a broad spectrum of services and contract types.

Additional responsibilities include:

  • Serve as a Contract and Acquisition Analyst within a US Army Aviation Project Office building Contracts Requirements Packages, developing Statements of Work, and Performance Work Statements
  • Can be expected to coordinate Statement of Work (SOW) requirements with the requestor and developing the Contract Data Requirements Lists (CDRLs) necessary to ensure compliance with the requirements
  • Experience contributing to Acquisition Strategies, sole source justifications and Independent Government Estimates required
  • Support actions for the Functional Requirements Authentication Board (FRAB) certifications, and Service Contract Approvals (SCAs)
  • Assist with the development of contract modification packages to include Justification and Approvals (J&As) and documenting changes in scope
  • Assist and advise the technical POCs on delivery requirements, quality assurance, and special provisions
    • To include developing and tracking Contractor Performance Assessment Reporting System (CPARS) input and Defense Property Accountability System (DPAS) contract entries
  • Assist with and coordinate approvals within PM Office as well as with external stakeholders to include Competition Management Office, Small Business Office, and Army Contracting Command

Qualifications:

Required Education and Experience:

Bachelors degree with 8 years experience in government contracting within a Project Office; high school diploma with15 years of experience accepted in lieu of degree.

Required Skills:
  • Knowledge and experience of PEO Aviation acquisition and contracts execution policies
  • Must have experience in complex actions, urgent actions, levels of approval/authorities
  • Work effectively with others and manage multiple projects simultaneously
  • Strong interpersonal relations skills
  • Excellent verbal and written communication
  • Expert level of familiarity with Microsoft Office products

Required Clearance:

Must have an Active Secret Clearance; US Citizenship required.
