Job Duties

This position serves as the Department's senior advisor for all contractual matters. The position drafts, reviews, and helps negotiate contracts, contract amendments, Memorandum of Understanding (MOU), Memorandum of Agreement (MOA), and other legal documents including intergovernmental agreements and public-private agreements. Position manages the Department's MOA with The Virgin Islands Bureau of Corrections and the state of Hawaii. Position provides assistance to and consultation with the Office of the Attorney General (OAG), and act as the agency's liaison with the OAG on contractual matters. Position is responsible for assisting the Policy Initiatives Unit with the periodic redaction of Departmental operating procedures to ensure compliance with the FOIA.

Minimum Qualifications

Considerable knowledge of laws in the Commonwealth of Virginia pertaining to procurement and contracts. Considerable attention to detail is required. Skill in organizing information in a concise, logical and analytical manner. Significant experience drafting, reviewing, negotiating and interpreting project/programmatic agreements and contracts. Demonstrated ability to write concisely and to draft, review and edit legal documents, correspondence, briefing papers, etc. Demonstrated ability to handle multiple priorities and deadlines and work effectively in a fast-paced environment. Demonstrated ability to effectively balance risk and reward when negotiating business terms. Demonstrated ability to present complex concepts in a succinct manner in front of large groups of stakeholders.
