This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Position may be filled at the full Contract Management Specialist 1 level or one within the Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected.

NON COMPETITIVE MINIMUM QUALIFICATIONS
Contract Management Specialist Trainee 1- Starting Salary $49,363- A bachelor's or higher degree.

Contract Management Specialist Trainee 2- Starting Salary $52,198- A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms*.

Contract Management Specialist- Starting Salary $65,001- A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms*.
*A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response. Candidates must meet the non-competitive minimum qualifications listed above.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6, 70.1 OR 70.4 of the Civil Service law.
70.4 transfer candidates must have one year of permanent competitive service in a position allocated to a SG-12 or higher and possess a bachelor's degree and have standing on the most recent PCO exam list.

Duties Description The individual in this position will be tasked with supervising the Purchasing Unit to ensure orders and payments for goods and services made on behalf of the Agency follow State Law and Agency Policy and Procedures. Tasks include but are not limited to:
• Providing oversight, training, and support for Purchasing Unit staff on a daily basis;
• Daily monitoring and managing of incoming mail and email to make sure work is distributed and attended to timely and evenly;
• Taking over unique, challenging, or otherwise special orders when necessary and appropriate;
• Acting as Agency P-Card Administrator for the WCB's Procurement credit card accounts;
• Working in the SFS to create Purchase Orders, make payments, and research payment inquiries;
• Leading the administrative fiscal year end tasks required of the Purchasing Unit;
• Reviewing Purchasing Unit procedure updates and documents for accuracy and efficiency;
• Attending trainings to maintain knowledge, learn best practices, and stay up to date on changes in NYS procurement;
• Performing other procurement related duties as assigned such as assisting the Contracts Unit with Requests for Quotes (RFQ), Invitations for Bids (IFB), and other procurements;
• Acting as liaison for Board executives, staff, and the vendors we do business with prompt and accurate responses given in a polite and professional manner; and
• Timely completion of all annual mandatory training courses.
