This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a Non-Competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

The position may be filled at the Contract Management Specialist Trainee 1 level equated to SG-13, $49,363, Contract Management Specialist Trainee 2 level equated to SG-14, $52,198, or full performance Contract Management Specialist 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1, SG-18 following the successful completion of the traineeship.

Non-Competitive Minimum Qualifications:
Contract Management Specialist Trainee 1: A bachelor's or higher degree.
Contract Management Specialist Trainee 2: A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Competitive Minimum Qualifications:
Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Contract Management Specialist 1 (G18), OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Contract Management Specialist 1 (G18), Contract Management Specialist Trainee 1 (NS), or Contract Management Specialist Trainee 2 (NS). Preferred Qualifications: Strong Computer Skills/Communication; Experience in State Contracting, State P-Card administration, and B1184/EDCC experience within the State; SFS (State Financial System) computer knowledge; Strong Purchasing knowledge; Self-Starter.

Duties Description -negotiate, develop, prepare, review, implement, process, track and provide fiscal and administrative oversight of contracts;
- audit and process contracts, procurements, claims and vouchers; approve and review contract payments to ensure that the payments are in accordance with contract terms;
- review contractor performance, including price adjustments, amendments, contract interpretation and contract compliance issues;
- review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations;
- provide technical assistance related to New York State's laws, rules, regulations and policies on contract administration to State agency staff, individuals, or organizations;
- publishes contract and procurement requirements for bidders;
- develops, evaluates or reviews contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests For Qualifications (RFQ's), Requests For Information (RFI's), Requests for Application (RFA's), Sole/Single Source Procurements, and other related financial documents;
- performs routine administrative processes associated with the contracts, reviews contractor performance and compliance;
- performs contract monitoring tasks including addressing any necessary contract modifications and contract amendments.
