VDOT's Culpeper District is looking to fill a position for a Contract Manager Residency Supervisor for our Louisa Residency. This position will provide day-to-day oversight of contractors performing maintenance activities for the residency area. Manage field maintenance service contracts, interpret contract provisions and provide technical guidance to contractors and field staff.

We are looking for a candidate that has Knowledge of federal and state permits related to roadway construction and maintenance activities. Knowledge of supervisory principles and practices to include performance management and discipline. Ability to gather data and prepare reports. Knowledge of federal and state transportation rules, regulations and policies. Skill in the use of computers and software applications. Ability to develop, read, interpret and apply maintenance contracts, plans, sketches and policies. Ability to supervise work and oversee contractors and crew operations. Considerable knowledge of roadway maintenance and construction operations, equipment and techniques. Ability to analyze problems, document and communicate performance results and identify solutions to support residency goals and objectives and ability to develop contract specifications, scopes of work and engineering estimates.

Minimum Qualifications
  • Ability to gather data and prepare reports.
  • Knowledge of contract development, administration and management.
  • Ability to supervise, oversee contractors and crew operations.
  • Valid driver's license.
  • Skill in the use of computers and software applications.
  • Knowledge of procurement practices.
  • Ability to develop, read, interpret and apply maintenance contracts, plans and policies.
  • Knowledge of federal, state and transportation rules, regulations and policies.
  • Knowledge of roadway maintenance and construction operations, equipment andtechniques.
  • Ability to develop contract specifications, scopes of work, engineering estimates, andperform mathematical calculations.
Additional Considerations
  • Knowledge of state permit process related to roadway construction and maintenance
    activities.
  • Degree in business or public administration, engineering or related field.
  • Experience developing maintenance contracts and monitoring contractor performance.
  • Experience with contract advertisement and bidding procedures
