Duties

As a CONTRACT SPECIALIST (TITLE 5), GS-1102-9/11/12, you will plan the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames. Provides business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work/statement of objectives or data requirements. Reviews a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions. Serves as a contracting authority and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters. Performs acquisition planning, along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises experienced judgment, initiative, and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justifications for adopting a contractual posture. Prepares required documents to support solicitation issuance and reviews and advises less experienced specialists in the preparation of documents. Determines appropriate method of procurement, contract type, and financing arrangements to fit special circumstances. Reviews and evaluates requisitions for which previous experience and historical data are not usually directly available or applicable such as complex services, architect and engineering services or environmental related construction. Reviews procurement requests to determine whether, based on market analysis, the requirement can be performed by and should be set aside for small businesses; actively solicits Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, and Service-Disabled Veteran-Owned Small Business participation. Reviews and may sign justification for limiting competition procurements. Procurements usually involve a variety of complexities such as socioeconomic considerations, source selections, and special handling provisions or other specialized terms and conditions, unfavorable market conditions, complex contracts, and limited competition, difficult-to-define scopes of work, legal conditions, and rigid deadlines causing additional complications. Resolves problems which limit competition and discourage potential offering parties in order to increase small business participation. Obtains required business clearances and/or approvals as necessary. Conducts site visits/pre-proposal/pre-bid conferences. Serves as point of contact for assigned procurements. This position may be required to perform supervisory personnel functions including the assignment of duties, participates in the interviews and selection of employees, schedules and approves leave, provides training, evaluates performance, initiates action to upgrade positions, and resolves disciplinary problems. Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements as a Contract Specialist.

PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $7,500. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.

TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent

status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position. If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will

receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

INDEFINITE APPOINTMENT- Florida State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position. Selectee will receive an indefinite appointment (Tenure 3). CERTIFICATION: The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. You must complete DAWIA Course Certificate Level I within 36 months of placement.

MINIMAL EDUCATION REQUIREMENT: Minimum education requirement a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE - GS09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: experience contracting authority and responsibility, Experience with Contract principles and knowledge of the Federal Acquisition Regulation, Experience as an contractor responsibility standards, regulatory compliance, knowledge of Federal supply schedule contracting, and knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.

SPECIALIZED EXPERIENCE - GS11: Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience performing work in the following areas as applicable to the position being filled: pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, Award of contracts that includes forming a contract, and Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills.

SPECIALIZED EXPERIENCE - GS12: Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, Reviewing procurement requests to assure clarity, adequacy, and completeness, and Reviewing contract terms and technical specifications to identify any special requirements.

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman

level. If less than fully qualified individual is selected for this position, the position has potential to Grade12.

STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
