ABOUT THIS POSITION

The Water Services Department is a forward-looking utility committed to excellent customer service, financial viability, and a sustainable infrastructure. The Water Services Department is a dynamic and fast paced environment. The Procurement Section is responsible for over 300 contracts valued over $148 million, supporting several divisions that support Water Production and Distribution, Water Meters, Wastewater Collection and Treatment, Technology Services, Environmental Services and Customer Service.

The Contract Specialist II performs advanced level work in writing, negotiating, awarding, and administrating complex contracts that require market research, and spend/cost analysis. This role allows Water to continue momentum towards strategic sourcing and finding cost savings strategies through procurements. Some positions supervise Contracts Specialists I staff or other employees performing duties related to contract procurement and administration. Work requires the use of critical thinking skills, initiative and professional judgment, and is performed under the general direction of the Procurement Manager.

  • Excellent written and oral communication skills.
  • Demonstrates exemplary customer-service skills.
  • Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
  • Ability to:
    • Obtain the Certified Public Procurement Buyer or Officer certification.
    • Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
    • Break down complex information into comprehensive parts, ask questions, synthesize and analyze information.
    • Manage multiple projects at once and meet deadlines.

SALARY

Pay Range: $63,044.80 to $113,193.60 annually.

Hiring Range: $63,044.80 to $88,691.20 annually.

MINIMUM QUALIFICATIONS

  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • Bachelor's degree in public or business administration, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Certification by NIGP, ISM, NCMA or other nationally recognized purchasing association.
  • Experience in/with:
    • Customer service.
    • Project management.
    • Private Industry procurement.
    • SAP or other procurement and inventory management systems.
    • Drafting, editing, formatting, and writing correspondence.
    • Engaging both internal and external stakeholders.
    • Contract interpreting; and applying local, state, and federal laws, ordinances, rules and regulations.
    • Developing, interpreting, and analyzing reports.
    • Developing scopes of work/specs for contracts and reviewing them for completeness.
    • Independently managing solicitations, bids, and/or contracts.
    • Independently managing multiple timelines at the same time.
