The Financial Management Division is looking for a dedicated contracts professional to assistin the development of contractual policy and procedures for MDH's implementation and to identify opportunities for continuous improvements to the agency's contract policies and business processes.

Working as a Contracts Specialist withing the Financial Management Division, you will:
  • Assist with the development of contractual agreements for the MDH.
  • Interact with all levels of agency personnel.
  • Provide analysis, policy direction and assistance on contract management issues.
  • Develop and deliver reports and analysis to agency leadership and other state officials.
  • Determine if statewide procurement policies and standards are met in the development of Professional/Technical contracts.

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications

Three (3) or more years of experience drafting, developing, and reviewing a variety of contracts. This required experience must include:
  • Experience drafting, developing, and reviewing a variety of contracts for all required items and compliance with State and Federal regulations.
  • Experience analyzing and evaluating risks related to contracting.
  • Experience with using software, such as Word, Excel, Outlook, Teams, SharePoint, DocuSign, etc.

Minimum qualifications/abilities to be assessed during the interview process:
  • Ability to manage multiple priorities simultaneously to meet strict deadlines.
  • Ability to provide high quality customer service.
  • Ability to establish and maintain working relationships and ability to communicate effectively with internal and external stakeholders, especially with ability to clearly articulate complicated feedback, either verbally or in writing to MDH staff who are not contract experts.
  • Ability to resolve contract related issues with minimal supervision and in a courteous and professional manner.
  • Ability to monitor contracts and work with MDH and contractor to address issues and maintain MDH's compliance and move projects to low-risk status.
  • Ability to create, update, and maintain agency standards regarding contracting activities.

A degree in Public Administration, Business Administration or a related field may substitute for experience as follows: A master's degree may substitute to 18 months of experience; a bachelor's degree may substitute for one year of experience; and associate degree may substitute for 6 months of experience.

Preferred Qualifications
  • Experience working in Minnesota Statewide Integrated Financial Tools (SWIFT), including contract procurement modules, reporting and OBIEE queries.
  • Experience with State and/or Federal contract and procurement laws, policies, and procedures.
  • Advanced professional knowledge in contract terminations, renewal, risk assessment, and policy development.
  • Experience reading and interpreting authorizing legislation, Federal Regulations, and other legal language as it pertains to contracts, state statutes, rules, federal regulations and funding sources, including the Uniform Guidance and the Federal Acquisitions Requirements (FAR).
  • Experience resolving contract issues and recommending solutions to complex problems.
  • Experience with development of complex and novel contracts with multiple parties.
  • Continuous improvement, project management and coordination of contracting processes and people.
  • Experience establishing internal controls over contracts.
