JOB DESCRIPTION:
Assist the department in the planning and construction operations of the District. Supervise facility construction and repairs so that full educational use may be made at all times.
DUTIES and RESPONSIBILITIES:
  1. Ensure that the planning and construction operations are supportive of the instructional goals of the district.
  2. Responsible for managing a wide spectrum of construction and major maintenance projects extending from project initiation to project completion and warranty walkthrough.
  3. Responsibilities include construction and maintenance related projects, tasks and reports.
  4. Promote a positive caring climate for learning.
  5. Deal sensitively and fairly with persons from diverse cultural backgrounds.
  6. Employ effective interpersonal skills.
  7. Respond to emergency calls as needed.
  8. Assist in the evaluation of the bid and selection process.
  9. Make recommendations regarding evaluation of land sites.
  10. Do field testing of work performed by general contractors.
  11. Monitor all buildings for product performance.
  12. Stay abreast of new or innovative products that would be beneficial to the district.
  13. Evaluate energy efficiency in Planning & Construction projects.
  14. Coordinate with utility providers, MUDs, and notify of any project requirements.
  15. Coordinate project closeout documentation and distribution to district departments.
  16. Evaluate job performance of contractors to ensure effectiveness.
  17. Make sound recommendations relative to contractor selection, retention, and dismissal.
  18. Serve as a liaison between campus administrator and general contractor.
  19. Assume leadership in educational specifications for construction.
  20. Prepare proposal packages for construction of building projects and selected equipment.
  21. Attend and be involved in project meetings.
  22. Have pre-bid conferences and pre-construction conferences with contractors and school personnel.
  23. Assume responsibilities as construction project manager by monitoring schedules, budgets and selections necessary to complete the project.
  24. Assist in the responsibilities concerning review of potential contractual agreements with general or sub-contractors.
  25. Maintain involvement with long range construction budgeting and life cycle budgeting.
  26. Verify that work orders are completed.
  27. Assist in coordinating city, county, and state construction requirements.
  28. Assume responsibilities regarding project budgetary controls in initiating, reviewing change requests and recommending performance or denial of change requests.
  29. Perform audit of construction project costs and change orders.
  30. Review general contractor's payment applications for accuracy and recommend for payment.
  31. Pre-qualify potential bidders.
  32. Coordinate project closeout documentation and distribution to district departments.
  33. Coordinate 3 rd party commissioning, testing and evaluation of materials installations as required.
  34. Take the initiative to develop needed professional skills appropriate to job assignments.
  35. Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for district staff.
  36. Articulate the district's mission and goals in the area of planning and construction to the community and solicit its support in realizing the mission.
  37. Communicate and work effectively with campus and district personnel to address project needs.
  38. Demonstrate awareness of district-community needs and initiate activities to meet those identified needs.
  39. Demonstrate the use of appropriate and effective techniques for community and parent involvement.
  40. Maintain confidentiality.
  41. Regular attendance.
  42. Other tasks as assigned.
EXPERIENCE:

  • Supervisory experience in budgeting, accounting, planning design coordination or construction activities
QUALIFICATIONS:
Education/Certification:
  • High School Diploma

Special Knowledge/Skills:
  • Knowledge of basic principles of construction, school plant operation/maintenance
  • Ability to manage budget, personnel, contractors and vendors
  • Strong organization, communication, and interpersonal skills
  • Ability to review cost estimates and/or quantity surveys for capital improvement projects
