ABOUT THIS POSITION

The Municipal Court provides equal access to justice, professional and impartial treatment, and the fair and time resolution of all court matters. Municipal Court performs their responsibilities in a manner that serves to maintain the public's trust and confidence in the Court as an institution and to enhance the public's respect for the rule of law, while preserving and protecting individual rights guaranteed under the constitution.

The Municipal Court is seeking a Court Learning and Development Officer, Management Assistant II. This position will be responsible for identifying, developing, coordinating, and participating in training and development programs for the Phoenix Municipal Court. The Court Learning and Development Officer duties will include designing, implementing, and evaluating employee development and leadership programs. This role will work closely with the Chief Presiding Judge and the Court Executive Administrator to identify training needs and develop strategies that fosters a culture of continuous learning within the Court.

IDEAL CANDIDATE

  • Knowledge of:
    • Group dynamics and human behavior and the effects of both on members of a group and principles, training methods, and techniques used in current training field practices in person, virtually, e-learning, and video production.
    • Training program development, monitoring, and control systems; principles and practices of adult education; and learning theories and techniques as they apply to training and leadership development.
    • Organizational and team building development; business writing; human development skills, including Emotional Intelligence and Leadership.
    • Human Resource policies and ADA requirements.
      • Change Management techniques and applications.
      • Career coaching.
      • Process improvements, such as Lean or Six Sigma and Strategic Planning.
  • Ability to be:
    • Innovative, adaptable, and ready to jump in to support the department goals and initiatives.
    • Committed to continuous improvement.
    • Organized, professional, and reliable.
  • Ability to:
    • Work for a fast-paced large governmental or similar agency providing high level administrative and management support.

SALARY

P ay and Hiring Range: $71,240.00 - $116,022.40 annually.

MINIMUM QUALIFICATIONS

  • Three years of professional-level experience in research, finance or public administration.
  • Master's degree in business or public administration, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • This position is subject to Criminal Justice Information Systems (CJIS) background standards. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with:
    • PowerPoint presentations including drafting, editing, approving documents for various audiences.
    • Using research methods, data and statistical analysis, and benchmarking to develop business decisions.
    • Budget management.
    • Leading projects and initiatives.
    • Supporting management or executive level staff.
    • Writing formal/detailed reports and creating power point presentations.
    • Developing resources to monitor and promote program success.
    • Making recommendations to improve program effectiveness and efficiency.
  • Ten or more years of experience in training and development programs at a level which required design, coordination, supervision, or participation in the planning and programming process.
  • Ten or more years of experience developing supervisory or leadership training programs.
  • Master's degree in education, organizational development or a related field, and certification in instructional design, training, or coaching.
  • Proficient with Microsoft Office 365.
