Job Duties

The Virginia Department of Transportation - Hampton Roads District is seeking a skilled and motivated individual to join our Hampton Road Harbor Tunnel team (HRHT). The successful candidate will serve as an operational lead for the 24/7 tunnel operations which includes the Hampton Roads Bridge Tunnel (HRBT) and Monitor Merrimac Memorial Bridge Tunnel (MMMBT). In this role, you will lead the activities (emergency, non-emergency and uncommon situations) of operation crew members and bridge tunnel patrollers; be expected to take initiative in many of the emergency and unusual situations that occur, provide Traffic Control Supervisor and Control Rooms with up-to-date information regarding incidents, equipment and personnel needed to manage the work/incident scene; perform oversight of tasks related to directing and controlling traffic to maximize the safety of public roads through proper traffic control.

This position is designated as essential and is required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. VDOT will determine when essential positions are required. In addition, the successful candidate will be required to be available to work shift schedules to include: flexible hours, days, nights, weekends, and/or holidays.

Additional core responsibilities include:
  • Manage incidents by using staff and equipment to safely secure and control emergency situations (hazmat spills, multiple vehicle accidents, marine incidents, and structural damage incidents) with minimum direction. Provide oversight for assistance to state, local police, fire and rescue units and maintenance staff. Use proper safety techniques (CPR, First Aid, etc.) and equipment.
  • Oversee assigned work areas to include buildings, facilities, equipment, etc. Patrol and inspect facility. Perform periodic inspections of tunnels, buildings, personnel, etc. during shift. Inspect Bridge Tunnel Patrollers' and Operation Crew Members' work stations and facility ensuring a smooth work environment, equipment readiness, and enhanced communications. Investigate, report and record unsafe conditions and traffic hazards on proper forms. Complete investigative reports.
  • Ensure performance goals are met, coach for performance, provide training and input for performance evaluations. Use appropriate interpersonal styles and methods to lead employees in day-to-day and emergency activities. Establish follow-up procedures to monitor results of assignments, training, etc. Create a sense of ownership by providing clear expectations and coaching. Provide oral and written information and documentation relating clear, concise, and organized details. Provide oversight for the monitoring and inspection of vehicles. Oversee employees to ensure use of sound judgment and appropriate safety techniques to prevent unauthorized pedestrians and vehicles from entering tunnel.
  • Responsible for developing and conducting routine training sessions for operator team. Ensure that all training sessions are properly documented and provide detailed progress reports to the Supervisor Bridge Tunnel and the Operations Maintenance Manager(s). Participate in tunnel drills and exercises as an active participant and apply the knowledge obtained in real life incidents.
Minimum Qualifications
  • Ability to demonstrate positive communication skills at all levels internal & external (including the public).
  • Ability to compile electronic concise, accurate reports; and properly document incidents.
  • Experience leading, directing and training others in routine and emergency situations.
  • Computer skills
  • Ability to lead others and direct the work
  • Experience in the develop and administration of multiple shift schedule
  • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
  • Safety shoes required.
  • Must be able and willing to work in a 24/7 shift operation.
  • High school diploma or GED preferred; equivalent experience or training may substitute for education.
Additional Considerations
  • Experience working with bridge tunnel operations, procedures and regulations, as well as safety and security principles and practices.
  • Skill in use of radio equipment.
  • Experience working in high traffic volume highly.
  • Extensive knowledge of the National Incident Management Systems Incident Command System.
  • Extensive knowledge of the Virginia Work Area Protection Manual Chapter 6-I

NOTE: All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.
