Summary

As a Special Agent with the GSA OIG Office of Investigations, you will be responsible for conducting and reporting upon investigations of suspected criminal violations affecting the programs, operations, and employees of the GSA consistent with the Inspector General Act of 1978.

Duties

As Criminal Investigator, you will perform the following duties:

  • Plans, coordinates and conducts complex investigations into criminal and civil violations of law and administrative matters relating to GSA programs, operations and employees.
  • Performs investigative activities such as interviewing witnesses and subjects of investigation; executing search warrants, serving judicial process such as subpoenas and summons; conducting surveillance; and obtaining and preserving evidence.
  • Presents investigative results orally and establishes and maintains liaison with investigative and legal personnel in the other Offices of Inspectors General, U.S. Attorneys, Federal Bureau of lnvestigation and federal, state and local law enforcement agencies.
  • Prepares written reports of investigative activities and final reports of investigation pursuant to OIG guidelines.
  • Plans and conducts surveillance and makes arrests.
  • Testifies in court proceedings.

Qualifications

For the Santa Ana, CA duty station, the salary range starts at $120,246 per year at the GS-13 level, $101,121 at the GS-12 level, or $84,366 at the GS-11 level. For the Tacoma, WA duty station, the salary range starts at $115,793 per year at the GS-13 level, $97,376 at the GS-12 level, or $81,242 at the GS-11 level. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. This position is also authorized Law Enforcement Availability Pay of an additional 25 percent of a criminal investigator's rate of basic pay, subject to the biweekly maximum earnings limitation for law enforcement officers in 5 U.S.C. 5547.

GS-13 LEVEL QUALIFICATION REQUIREMENTS
To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge and skills required to complete the responsibilities of the position. Such experience must include experience in all of the following areas and must be reflected in your resume.

  • Conducting complex investigations involving procurement fraud, bribery, internal misconduct, criminal conflicts of interest, money laundering, and complex fraud schemes
  • Investigating waste, fraud and abuse cases in agency programs and operations
  • Leading multi-agency investigations
  • Investigative techniques in undercover operations and conducting overt/covert surveillance
  • Use of weapon systems
  • Making arrests and participating in warrant executions
  • Developing and using informants
  • Preparing reports of investigation
  • Working with federal, state, and local prosecutors to present evidence in court prosecutions and gathering evidence for use in administrative hearings


SELECTIVE PLACEMENT FACTOR FOR THE GS-13 FULL PERFORMANCE LEVEL: In addition to the qualification requirements listed above, you must also be a graduate of the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent.

GS-12 LEVEL QUALIFICATION REQUIREMENTS
To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience that has equipped the applicant with the knowledge and skills required to complete the responsibilities of the position. Such experience must include experience in all of the following areas and must be reflected in your resume.

  • Conducting complex procurement fraud/financial investigations
  • Investigating waste, fraud and abuse cases in agency programs and operations
  • Investigative techniques in undercover operations and conducting overt/covert surveillance
  • Use of weapon systems

GS-11 LEVEL QUALIFICATION REQUIREMENTS
To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience for this position is experience working with higher level Criminal Investigators on completing various aspects of a criminal investigation involving criminal, civil, or administrative priorities; coordinating investigative activities with both internal and external factors; developing supportable data and materials; and, collecting and confirming information from a variety of sources. Such experience must be reflected in your resume.
OR
Have completed a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. In order to be qualifying, graduate education must be in a directly related course of study that reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of this position.

If selected at any grade level, you must also meet the following conditions of employment:

  • This position is covered by the law enforcement officer retirement provisions, and as such is covered by a mandatory age requirement. There is a maximum entry age of the day before your 37th birthday (except for veteran's preference eligibles) for entry into law enforcement office positions. This position is covered by the special retirement provisions for Federal Law Enforcement Officers [5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d)] and has a mandatory retirement age of 57. If you are over age 37, you must have been or currently be covered by the special retirement provisions and be able to complete at least 20 years of covered service by age 57.
  • All OIG criminal investigators are required to qualify to use OIG owned firearms and to accept assignments where firearms are required. Quarterly certification is required. Per the Lautenberg Amendment, any person who has been convicted of misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
  • Selectee will be required to undergo a pre-employment examination and meet the physical requirements for this position. The duties require moderate to arduous physical exertion. Manual dexterity of fingers, wrists, elbows, shoulders, hips and knees is required. Arms, hands, legs and feet must be sufficiently functioning in order to perform the duties satisfactorily. Good vision and hearing are required. Selectee must possess emotional and mental stability. Any physical condition that would cause the selectee to be a hazard to him/her, or others is disqualifying.
  • This position requires a pre-employment drug test to screen for illegal drug use (appointment to the position is contingent upon a negative drug test result), and random drug testing after appointment.
  • This position is a critical-sensitive national security position. The person selected for this vacancy will be required to undergo a Tier 5 background investigation and the GSA security office must grant you a Top Secret national security clearance.
  • Attend and graduate from the Criminal Investigator Training Program (CITP), unless previously completed.
  • Operate a Government-owned or leased motor vehicle. A valid State driver's license is required.
  • Due to the nature of the work, Criminal Investigators are required to work, or be available to work, substantial amounts of unscheduled duty.

  • Knowledge of, and skill in carrying out, law enforcement techniques and procedures
  • Selective Placement Factor at the GS-13 Full Performance Level: Must be a graduate of the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent.
