Key Requirements
  • Must be a current, permanent FBI employee.
  • Must successfully complete up to a two-year training program necessary for qualification as an FBI Forensic Examiner (FE). Must sign a Forensic Examiner Continued Service Agreement (FECSA) to remain a FE for two years after the completion of training, with the understanding that failure to complete training may lead to termination or change to a similar position at a lower grade. Failure to fulfill the FECSA will require reimbursement for the prorated expense of his/her training, unless a waiver is granted. Applicant is required to serve a two-year probationary period as a FE, beginning when he/she enters on duty as a FE trainee.
  • Candidates who are hired for this position will not be eligible for promotion beyond the GS-11 level until they successfully complete their Forensic Examiner training.
  • The individual that fills this position will potentially be exposed to situations or information that depicts violent acts, lewd images, or involves isolated working conditions.
Major Duties
GS-7
  • Responsible for assisting in planning, coordinating and directing forensic science activities in the FBI to include expert examinations, reporting of results and testimony in particular field of Cryptanalysis.
  • Conducts forensic examinations of involved evidence and assists with some aspects of highly complex evidence involving clandestine businesses.
  • Prepares initial worksheet, records examination findings via comprehensive work notes and a preliminary draft of a Laboratory Report.
GS-9: In addition to the above-listed
  • Maintains comprehensive examination notes. Complies with evidence handling, documentation, and examination standards. Prepares detailed laboratory reports and court exhibits.
  • Manages and prioritizes own examination caseload, with guidance from supervisor.
  • Examines documents seized by law enforcement agencies. Deciphers written or spoken coded communications and examines cryptic ledgers and business records to determine the size, scope and nature of illicit activities such as drug trafficking, human smuggling, prostitution and extortion. Writes laboratory reports detailing results of examinations, and provides expert testimony in court.
GS 11: In addition to the above-listed
  • Responsible for planning and coordinating forensic examinations including proper evidence handling and documentation, professional communication with law enforcement customers, and coordinating with other forensic units and examiners as necessary.
  • Conducts forensic examinations of documents and/or communications regardless of volume, and variations in language and/or complexity.
GS 12: In addition to the above-listed
  • Continually remains abreast of changes, trends, and activities within subject matter discipline through independent study, reading, and liaison with law enforcement.
  • Researches topics within subject matter expertise such as developing trends in criminal activities, and new or improved methods of forensic examination.
GS 13: In addition to the above-listed
  • Conducts technical reviews of the work of other Forensic Examiners.
  • Provides training to less experienced employees as well as briefings to law enforcement, both inside and outside the FBI.

Specialized Experience (SE):
GS-7: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-5 grade level. SE is defined as follows:
  • Experience assisting in planning, coordinating and directing forensic science activities in the FBI to include expert examinations, reporting results and testimony in particular field of Cryptanalysis.
GS-9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-7 grade level. SE (in addition to above) is defined as follows:
  • Experience performing routine assignments in or directly related to cryptanalysis (mathematics, intelligence, computer science) or law enforcement (forensic science, or intelligence/investigations involving organized crime, violent gangs, drug trafficking, terrorism, or counterintelligence).
GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE (in addition to above) is defined as follows:
  • Experience planning forensic examinations.
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE (in addition to above) is defined as follows:
  • Experience researching topics such as trends in criminal activity.
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE (in addition to above) is defined as follows:
  • Experience providing training and presentations to law enforcements and other stakeholders.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.
GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.
