Custody and Resource Coordinator (ECCO)

Minimum Qualifications Summary

Certification & Education

Degree issuing institution and or program must be accredited by an entity recognized by the U.S. Department of Education.
  • Bachelor's degree in Social work, Psychology, or an equivalent degree.
  • Master's degree or an equivalent advanced degree


Experience Required

  • At least two (2) years of experience in Utilization review and utilization management of adult mental health programs to develop procedures to ensure efficiency and appropriate use of limited resources.
  • At least two (2) years of related experience (e.g., experience providing trauma-informed programming, experience working with immigrants or foreign-born individuals) and have knowledge of program objectives, policies, procedures and requirements conducting a case management program at a local level.
  • Experience working in or with individuals in a confinement setting.
  • At least two (2) years of experience providing services to vulnerable populations.
  • Experience with and an understanding of situations that contribute to family stress, problems and crisis situations.
  • Preferred, but not required: Experience providing service to and/or coordinating services for transgender individuals.


Job Objective

This Custody Resource Coordinator (CRC) manages calls to the ICE Victims Engagement and Services Line (VESL) and assists ERO by providing victims in and out of ICE custody information on available resources and other support.

The duty location for this position will be at the ERO Contract Center for Operations (ECCO) in Irvine, California. The ECCO is an ERO call center, and not a detention facility. At the ECCO, the CRC will be responsible for working with ERO (as described in Section 3.3.2 above), including acting as a liaison with community resources to provide a range of support services for victims who could benefit from connection to resources in and out of detention.

The CRC will report to the CRC Program Manager located at ERO Headquarters in Washington, D.C. on programmatic planning and other program issues.

Responsibilities

  • Manage calls to the VESL, the ICE Victims Engagement and Services Line.
  • Research resources available for victims.
  • Provide victims with information regarding the noncitizen's custody status.
  • Work with the designated ERO Community Relations Officers to obtain specific information after the victim liaisons have made contact with the victim/caller.
  • Assist victims in registering for DHS VINE.
  • Facilitate victims providing a victim impact statement.
  • Provide resources to victims, as needed.
  • Provide, via remote and/or temporary duty travel, back up or general CRC support to detention facilities and ERO Field Offices in other Areas of Responsibility during surges and other unexpected mission-related or crisis situations.

Minimum Job Requirements/Technical Requirements

  • Knowledge of the case management process commensurate with training and education

at a minimum at the bachelor's level.
  • Fluent in Spanish
  • Ability to work in a multi-cultural and multi-lingual environment.
  • Ability to utilize telephonic interpreter/translation services to complete assigned duties if not fluent in a language the noncitizen understands.
  • Ability to adapt to sudden changes in schedules and flexibility in work requirements.
  • Ability to communicate proficiently in English (verbal and written) in order to develop positive rapport with patients, co-workers and other stakeholders.
  • Ability to establish and maintain positive working relationships in a multidisciplinary environment.
  • Ability to navigate in an electronic work environment including electronic health records, web-based training and communications.
  • Knowledge of, and moderate proficiency in, common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook and SharePoint.
  • Be able to operate a Personal Computer (PC) with common/standard business software programs
  • Experience in a detention/correctional or residential healthcare setting (preferred, not required).

  • The Department of Homeland Security's Personnel Security Unit (PSU) must render an Initial Preliminary Favorable Fitness Determination to be considered a qualified candidate. A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial, and between, subsequent background investigations to meet the requirements of this position.
  • Must be a U.S. citizen.

Physical Demands/Duty Hours/On-Call Requirements

  • Must perform the duties in a stressful and often austere environment without physical limitations.
  • Must be capable of standing on hard services (cement floors) for long periods of time.
  • This full-time position requires availability to work Monday - Friday day shift, specific hours determined by the ECCO

Travel Requirement

  • Workday travel and/or overnight travel is not typically required to perform assigned duties, Travel is reimbursed.

Education & Certification

Bachelor's degree in Social work, Psychology, or an equivalent degree.

Master's degree or an equivalent advanced degree

Maintains current certification in either the American Heart Association Basic Life Support Course (BLS) or the American Red Cross CPR/BLS Course. As per CDC guidelines - candidates must provide proof of a negative TB skin test, as well immunization from the following diseases: Hepatitis B, MMR, Varicella and Influenza
