Cybersecurity Project Specialist

The Cybersecurity PMO Project Specialist will manage IT security related projects for infrastructure rollouts, upgrades/replacements and server and store system refreshes. This position will lead multiple small to medium projects and/or large complex projects with responsibility for project planning risk/issue management, cost management and other project related areas. The PM will manage activities including planning, budgeting, oversight, and documentation of all aspects of assigned projects across the portfolio. The PM will also work closely with all levels of management and other departments to validate that the scope and direction of each project is on schedule.

Leadership & General Responsibilities:
  • Anticipate and define customer needs and achieve high quality results for both internal and external customers
  • Understand business processes impacted by project
  • Maintain close relationship with business team members; capable of identifying and solving issues in a manner to stay within the scope, yet to deliver solutions meeting business needs and expectations
  • Break down problems into essential elements, carry out diagnosis and develop solutions
  • Track and manage issues and problems; use sound judgment to develop solutions after securing relevant information, relating and comparing data from different sources and considering alternative courses of action
  • Escalate issues to appropriate levels as necessary to ensure that decisions are made timely and with the best interest of the scope and deliverables
  • Influence others without direct reporting relationship/responsibility
  • Assess own ideas and persuades others; gains support and commitment from others; mobilizes people to take action
  • Anticipate and accept changing roles, directions, and work processes
  • Effectively explore alternative approaches and solutions and to gain support and acceptance of all parties
  • Provide leadership in the development and implementation of project management processes, operations and best practice solutions
  • Keep technical knowledge updated and maintain the project/program repository
  • Conduct program management & technical reviews according to Raytheon IPDS/passport methodology


Additional Job Details:
  • Determine project scope, related deliverables and work products
  • Ensure change management processes are followed (Scope and Change Management)
  • Build project schedule as it relates to activities associated with deliverables and work products
  • Create and manage project plans, project schedules, deliverables. Milestones, status reports, action item logs, and issue logs.
  • Coordinate and facilitate program and project internal/external team meetings, action items, reports and presentations while interfacing with all members of project tams (architects, engineers, analysts, contractors, developers, testers and vendors).
  • Provide weekly status updates on project efforts involving all Hives and stakeholders including schedule updates, status, decisions, next steps, risks and staffing levels.
  • Develop business cases and submit for funding in coordination with corporate finance; identify, analyze and manage project costs to deliver project within budget (CAPEX and OPEX) (Cost Management); track committed, pending and anticipated cost events while maintaining project budget with Project, Vendor and Finance teams.
  • Apply objective standards and processes to achieve customer satisfaction through quality planning and continuous improvement (Quality Management)
  • Staff projects appropriately and assemble resource (Resource Management)
  • Manage execution of activities according to the plan
  • Provide clear, concise and timely communication to project team members, stake holders, senior management, executive management and other groups, as appropriate; act as a central point of contact for all project communication. (Communications Management)
  • Manage project resources (internal and external) and activities to deliver project according to schedule and plan
  • Identify, analyze and manage project risks and issues (Risk and Issues Management)
  • Escalate issues to appropriate governance levels and in accordance with the escalation process
  • Support supply chain efforts to coordinate contracts from negotiation through execution (Procurement Management)
  • Coordinate diverse components of project by quality project planning, execution and change control to achieve required balance of time, cost and quality (Integration Management)
  • Maintain and enhance quality through the effective use of standardized project management processes
  • Provide technical and analytical guidance to project team and approve project plans and charters to ensure they meet all business requirements
  • Mentor and train the client, vendor and company personnel in project management methods, procedures and activities


Experience/Qualifications
  • Leading Information Technology projects/teams
  • Demonstrated knowledge and experience in IT Security, Cybersecurity or GRC environments
  • Familiarity with security regulatory compliance assessments: NIST, ISO 27001, PCI, GDPR, etc.
  • Experience managing security consulting projects with personal accountability for delivering on time and within budget for large, complex projects
  • Analytical and problem-solving skills needed to manage multiple factors on a project simultaneously
  • Proactive team player with strong collaboration skills across internal and external client, supplier and geographically dispersed virtual teams with ability to multitask and work independently
  • Experience managing budgets and having financial accountability
  • Demonstrated experience using formal Project Management methodologies
  • Established experience leading large, complex IT projects
  • Excellent verbal and written communication skills
  • Ability to handle conflict through proactive action and direct and timely communication; thrive in influence without authority environment
  • Ability to perform in fast-paced environment with competing priorities and tight deadlines
  • Initiative and ability to quickly acquire knowledge
  • Embodies integrity, represents and inspires highest ethical standards and professionalism
  • Ability to use Microsoft Office tools, Visio, MS Project


Education:
  • Typically requires a University Degree or equivalent experience and a minimum 5 years of experience, or an Advanced Degree and a minimum 3 years experience.
  • PMP and Agile Certification a plus, but not required


Desired Skills:
  • Experience in multiple software development methodologies (waterfall, agile, SAFe)
  • Knowledge of infrastructure deployment for servers, power, cabling and data center concerns
  • Knowledge of project management tools i.e. Workfront, Jira, Confluence and Micro Focus PPMC (Project and Portfolio Management Center)
