What You'll Do:

Under direction of the State Chief Data Officer (CDO), serves as Data Analytics Administrator for the Data Analytics Program, including InnovateOhio Platform (IOP) Data Analytics:

• Responsible for developing and managing direction and strategy of IOP Data Analytics Products and Services, including on-prem and cloud strategies and adoption

• Manages data analytics, self-service data management (SSDM), and DataOhio Portal infrastructure and related programs

• Plans, directs, and ensures the successful management of designed business solutions utilizing the resources of the State Chief Data Office, Ohio Information Technology, Office of Information Security, and Privacy and Infrastructure Services Division

• Provides technical assistance in identifying, evaluating, and developing methods and procedures that are efficient, effective, and meet good business practice

• Defines, prioritizes, and leads efforts to improve analytics architecture and capabilities

• Provides leadership, direction, and coaching on project specific tasks as well as individual professional development

• Creates and maintains staffing plan to support the current and future work demands and project deliverables

• Ensures functionality is integrated with other applications

• Supervises staff (e.g., approves leave, evaluates performance, sets goals, provides career development); oversees all aspects of IOP Data Analytics and DataOhio Portal to ensure consistent, 24X7 support to users

• Administers design, implementation, & maintenance of IOP including Managed Services vendor functions and Continuous

Improvement initiatives

• Advises State CDO, agency representatives, vendors & other stakeholders on technical issues

• Responsible for validation and sign-off of Managed Services Service Level Agreement

• Manages application and infrastructure vendor relationships and reviewing related performance

• Review contracts and master cloud service agreements, in consultation with legal, architecture, and security leads

• Lead the review and accountability for Data Analytics Operational Dashboard Responsible for hardware and software licensing and procurement

• Prepares reports for the State CDO

• Drafts enterprise policies &/or procedures that support overall management & direction of IOP Data Analytics,

• Ensure documentation standards for issue resolution, disaster recovery, and post-mortem reviews and follow-up

• Ensure SMEs who are responsible for technical and operational documentation maintain, review, and modify as necessary

• Ensures Data Analytics Operations Manager and Managed Services Security Lead conduct tabletop exercises for the program, as well as participate in enterprise efforts as directed

• Manages customer relationships & engagement, communicates program status, and maintains program roadmap

• Represent State CDO, as necessary

• Serve on State and National workgroups representing Ohio IOP Data Analytics

• Perform other duties as assigned

Qualifications

Minimum Qualifications:

96 mos. exp. or training in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.

-Or completion of associate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 78 mos. exp. or training in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.

-Or completion of undergraduate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 72 mos. exp. in data analytics, statistical analysis, or research methods. 12 mos. exp. in supervisory &/or management principles & techniques.

-Or completion of graduate core program in data analytics, computer science, information systems, computer engineering, applied mathematics, statistics, industrial/systems engineering, or related field; 60 mos. exp. or training in data analytics, statistical analysis, or research methods; 12 mos. exp. in supervisory &/or management principles & techniques.

-Or 12 mos. exp. as a Data Analytics Manager, 66937.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
