Summary

Data Scientist position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and rating and ranking do not apply.

Duties

  • Serves as a data scientist in OGC, requiring technical expertise across the data life cycle. Leverages data tools, programming skills, data visualization, communication,
  • {CONT} and advanced analytical techniques to support OGC in providing legal services to the Commissioner.
  • Applies professional knowledge of data science, computer science, mathematical and statistical techniques, and methods to develop, interpret, and/or report quantitative information, trends, relationships and correlations among or within data sources.
  • Participates in planning and conducting complex, sensitive, high priority and/or confidential studies to resolve critical questions and issues which often require innovative solutions.

Minimum Qualifications: Grade 12:

Applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include A) using data to evaluate policies, initiatives, and procedures, B) developing ETL algorithms, objects, and/or tools that are logically sound and scalable, C) using software and/or programming languages to explore, analyze data and test hypotheses, and D) working with senior analysts and stakeholders about project requirements, progress reports, findings, and visual outputs.

Experience must be Data Scientist related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, Computer Science certification), as appropriate. Your resume must provide sufficient experience and/or education, knowledge, skills, abilities, and proficiency of any required competencies to perform the specific position for which you are applying.

Additionally, applicants applying to the GS-12 & GS-13 positions must meet the following Individual Occupational Requirement (IOR):
  1. A degree in mathematics, statistics, computer science, data science or field directly related to the position. Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

  2. A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.
