General Summary:

This position is responsible for designing and maintaining DART's data warehouse architecture, which includes data modeling, ETL processes, and data quality control mechanisms, work with stakeholders to gather business requirements and translate them into technical specifications, implement data integration and management strategies, and ensure data quality, security, and privacy. This position is also responsible for planning and overseeing the implementation of data warehouse solutions, evaluating emerging technologies, and provide technical leadership and guidance to other IT teams. Additionally, the position is required to stay up-to-date with industry trends and best practices related to data warehouse architecture, data modeling, and data management. Work is performed with little supervision and requires initiative and judgement to educate and spread Agency Data Governance and Security principles, and data concepts across the organization.

Essential Duties and Responsibilities:

  • Develop and maintain the data warehouse architecture, data modeling, design, and implementation, including ETL (Extract, Transform, Load) processes, data structures, and data quality control mechanisms.
  • Collaborate with stakeholders, including data analysts, business users, and Technology teams, to gather and analyze business requirements and translate them into technical specifications.
  • Design and implement data integration and data management strategies to ensure consistency, accuracy, and completeness of data across different systems and data sources.
  • Support implementing data governance policy and committee actions and procedures to ensure data quality, security, and privacy, and comply with regulatory requirements.
  • Plan and oversee the implementation of data warehouse solutions, including hardware and software selection, configuration, and optimization.
  • Define and implement performance tuning strategies to optimize the data warehouse system's performance, scalability, and availability.
  • Evaluate and recommend emerging data warehouse technologies, platforms, and tools to enhance the data warehouse architecture and meet evolving business needs.
  • Provide technical leadership and guidance to data warehouse developers and other Technology teams, including mentoring, training, and knowledge sharing.
  • Develop and maintain documentation, such as data dictionaries, metadata repositories, and technical specifications.
  • Stay up-to-date with industry trends and best practices related to data warehouse architecture, data modeling, and data management.
  • Ensures that divisional data and reporting assets are catalogued, documented, and maintained.
  • Supports other Technology Division employees in related duties and functions as required.
  • Serves as technical expert to internal/external contacts in all matters of Data Governance and Data Security.
  • Serves as technical expert to internal/external contacts in all matters of Data compatibility between applications new and existing.
  • Monitors divisional Incidents and Requests, assisting and assigning to appropriate staff, following up to ensure timely completion as required.
  • Actively participate in knowledge sharing and cross training to ensure that the division has a backup for all essential tasks and responsibilities.
  • Provide 5-star customer service and meet Agency service level agreements (SLA).
  • Performs other related duties as assigned.


Minimum Knowledge, Skills, and Abilities Required:

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications
  • Bachelor's degree from an accredited college or university in Computer Science, Management Information Systems, or related field.
  • Seven (7) years' experience in data warehouse and modeling for Enterprise level data
  • Proficiency in SQL based data discovery, data conversion and advanced data modeling techniques.
  • Knowledge of data modeling and data lineage tracking tools.
  • Knowledge of SQL code origination and management tools.
  • Perform work from remote locations as needed.
  • Work variable hours, to include emergency response to outages.
  • Must be able to work in an on-call rotation.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
