Pandemic Recovery Office Database Administrator - Intermediate

Position Description: The Database Administration - Intermediate position is a member of the Pandemic Recovery Office (PRO) and works to ensure compliance and accurate financial and performance reporting on federal awards, including American Rescue Plan Act-related awards. The position supports program and financial managers across multiple state agencies.

This is a temporary position with an expected duration of 24 months with potential for extension. The Database Administration - Intermediate position is expected to work 35 hours per week. The position must be flexible as plans develop and be willing to work remotely and in person at state offices in Providence, RI.

This position is located within the State of Rhode Island Department of Administration's (DOA) Pandemic Recovery Office (PRO). The position reports directly to the Director of the Pandemic Recovery Office and works closely with the Chief of Staff for the Pandemic Recovery Office. The holder of this position will be responsible for monitoring and reporting financial, key performance indicator, and other data for American Rescue Plan Act (ARPA), State Fiscal Recovery Fund (SFRF) projects. The following applicable skills are essential for a candidate to be successful in this position:
  • Understanding of the accounting structure of Rhode Island Financial Accounting System (RIFANS) and non-RIFANS entities that have approved State Fiscal Recovery Funds projects.
  • Vetting financial budgets and key performance indicator metrics prior to the final approval of an SFRF project.
  • Setting up financial and key performance indicator reporting in PRO's PowerBI dashboard after an SFRF project receives final approval.
  • Coordinating with DOA's Division of Information Technology (DoIT) on the verification of RIFANS data when it is extracted from the Office of Management and Budget's Budget Formulation and Management (BFM) system and/or DoIT's PowerBI portal for RIFANS data.
  • Work with DOA's Grants Management Office (GMO) for the incorporation of SFRF projects into the State's Grants Management System.
  • Maintaining various reports, such as the Planned Expenditure Remaining Report, for posting to the Rhode Island SharePoint on at least a monthly basis.
  • Collecting and cleaning of monthly financial and key performance indicators data for reporting to internal and external constituencies and insure the monthly upload of relevant data to PRO's Transparency Portal.
  • Support the quarterly U.S. Treasury reporting process by working with GMO to ensure the accuracy of the data to be reported and the data's proper formatting.
  • Develop, prepare, and maintain the SFRF dashboard and SFRF project performance reporting package for the Director of Administration and the Governor's Office.
Requirements:
  • Possession of at least a Master's Degree from an accredited educational institution.
  • Must have expertise in data visualization.
  • Experience with Power BI preferred.
  • Excellent customer support, and oral and written communication skills.
  • to handle multiple tasks at a time and transition to new projects quickly.
  • Flexibility and attention to detail is imperative.
