Under the general direction of the Associate Vice President of Engagement and Student Services, the Dean of Engagement and Completion will be responsible for performing a variety of administrative duties to advance Sacramento City College (SCC) efforts in providing equitable educational opportunities and to promote campus engagement and encourage completion for all students, regardless of race, gender, age, disability, or economic circumstances.

The Dean of Engagement and Completion develops and coordinates student campus engagement and success initiatives with the goal of completion. The division supports programs related to the academic, support services, and social needs of students from culturally and socially diverse backgrounds within student services. Responsibilities include the planning, development, quality, implementation, supervision, evaluation, establishment and continuation of advisory boards/workgroups/taskforces as related to the coordination of student programs and services underneath the division.

These include the following departments Extended Opportunity Programs and Services (EOP&S), Next Up Foster Youth Services, Cooperative Agencies Resource for Education (CARE), College 2 Career (C2C), Disabled Student Programs and Services (DSP&S), Workability III, Respect, Integrity, Self-determination and Education (RISE); Student Leadership and Development (SLD); Cultural Engagement Centers, along with corresponding centers and offices of student engagement for specific populations (e.g., RAZA Center, ASHE Center, Native American Center), and other programs and services designed to benefit student engagement and success.

The Dean of Engagement and Completion supports the development and expansion of a student-centered - equity focused climate within student services; assists SCC in proactively and successfully addressing the educational support needs of a large, diverse student body; and facilitates the efficiency and effectiveness of services to students.

The Dean of Engagement and Completion shall be responsible for the overall leadership, development, implementation, budget maintenance, supervision, and evaluation of student programs and services within their division including, but not limited to, the following:

CURRICULUM AND INSTRUCTION:
  • Committing to the advancement of students and diversity and related staff professional development/training.
  • Coordinating with staff development for specialized training related to Student Engagement and Success, and Student Services.
  • Leading and facilitating grant and proposal writing to strengthen and support the enhancement and growth of diverse special programs.
  • Providing facilitation and guidance in the establishment of student area outcomes (SAO's) and the assessment of these outcomes to determine the effectiveness of student learning in this area.

PLANNING/BUDGETING/REPORTING:
  • Utilizing a data-driven and participatory approach to decision-making that supports continual service and program improvement.
  • Implementing and assessing strategies that specifically address the unique academic and economic needs of underrepresented students.
  • Developing, preparing, and monitoring program reviews, unit plans, student area outcomes, and accomplishments in assigned areas.
  • Developing reports for submission to college, county, State, and Federal agencies.
  • Ensuring compliance with federal, state, district, and college regulations, policies, and procedures in all assigned areas of responsibility.
  • Ensuring quality of program accountability including program reviews and audits for evaluation of student outcomes and overall program quality.
  • Developing, collecting, analyzing, and reporting SCC data.
  • Assisting in the planning, organization, implementation, and evaluation of a comprehensive institutional research and integrated planning process that leads to college-wide dialogue about effectiveness and continuous improvement, and supporting the development of a strong culture of evidence-based inquiry and decision making.
  • Reading, interpreting, and applying relevant and related laws, regulations, policies, and procedures as they relate to instructional and student support programs and services.
  • Complying with categorical regulations as they apply to budgetary restrictions and program requirements, and providing supporting documentation as required for district and state auditing purposes.
  • Evaluating and reporting on the effectiveness of programs.
  • Hiring, supervising, and evaluating faculty and staff reporting to the Dean of Engagement and Completion.
  • Interpreting County, State, and Federal policy and legislation governing administration, regulations, and student eligibility for each special program.
  • Administering budget planning and development, expenditure monitoring, quarterly and year-end services, strategies and approaches, and proposing adjustments as appropriate.
  • Maintaining accurate and adequate records to meet internal/external analysis, audits, planning, and reporting requirements.
  • Preparing oral, written, and electronic reports and presentations such as applications, claims, and compliance reports for Federal, State, local regulatory agencies, and the District.

  • Maintaining currency of knowledge of requirements and regulations as they pertain to assigned areas under the division of Engagement and Student Services.
  • Administering the District's collective bargaining agreements as appropriate.

SUPERVISION/COLLABORATION:
  • Committing to building collaborative relationships within and among various Student Services departments, as well as other constituent groups throughout the College and community.
  • Assessing program effectiveness, development and implementation of goals, expediting workflow, effective management of fiscal resources, and the successful completion of projects in a timely manner.
  • Being responsible for the overall leadership, development, implementation, budget maintenance, supervision, and evaluation of student programs and services including, but not limited to, the following: Planning, administering, coordinating, and evaluating programs and services within designated areas of responsibility.
  • Overseeing other programs as assigned and developed through grant-writing and acquisition of resources allocated for special programs and services as assigned or within purview of division charge.
  • Collaborating with Student Services deans, supervisors, and representatives throughout the college in supporting the delivery of student support services in an efficient manner.
  • Providing collaborative leadership to various committees and taskforces focused on the areas that it serves.
  • Working in concert with SCC's Communications and Public Information Officer for marketing and communication of programmatic information.
  • Coordinating with other Deans in both Student Services and Instruction to ensure implementation and consistent delivery of services.
  • Responsible for ensuring a collaborative approach for student engagement to specific program services which include inter-agency collaboration for community resources and referral information and services for students and effectively communicating and assisting in building collaborative relationships within and among instructional divisions, student services and other departments, as well as constituent groups throughout the college, district and community.
  • Supervising faculty and classified staff in all reporting areas.
  • Facilitating and engaging faculty, staff, and colleagues in collaborative processes by which to continually evaluate and improve programs and services.

Performing other duties as assigned.

  1. Have a master's degree from an accredited institution completed by time of hire.
  2. Have one year formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
  3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
