Job Summary:
The Department of Population Health Sciences (PHS) is an interdisciplinary department with the goal of understanding, preserving, and improving the health of populations and individuals. The PHS Chief Administrative Officer (CAO) is responsible for the overall administrative operations of the research, education and service missions of PHS. In collaboration with the Department Chair, the PHS CAO sets goals and objectives, provides leadership for strategic planning and monitoring outcomes, and manages department relationships with the School of Medicine and Public Health, the University, and other entities. The PHS CAO directs the department's financial planning and accounting practices; maintains financial management reporting and control systems; monitors expenditures; oversees compliance with a wide range of policies, procedures and regulations of the university, affiliated organizations and external agencies; and assures a high-functioning operational infrastructure to support the department's research, education and service missions. This entails working with individuals in human resources, fiscal affairs, educational administration, information technology, facilities management, outreach/communications, administrative program support, and sponsored projects/contract administration.

The CAO reports to the Department Chair.
Responsibilities: Leads and performs activities that ensure that education and research programs are delivered effectively, efficiently, and securely. Supports, plans, organizes, directs, evaluates, and improves operations, education programs, research programs, and information systems. Performs administration, regulatory compliance, and operational services. Serves as the designee of and reports directly to the Department Chair providing leadership for the management team and is responsible for the administration of the Department's research, teaching, and service programs. Acts independently on behalf of the Chair serving as the primary representative of the department to stakeholders defined as chair, faculty, staff, school, campus, and external (federal, state and external granting agencies).   • 15% Provides leadership for the strategic and short-term planning processes, as well as obtaining and validating data needed for strategic decision-making
  • 15% Provides leadership, guidance, and management of the department's research, teaching and service programs, and staff to ensure efficient and effective operations
  • 5% Provides leadership and oversight of training programs
  • 20% Provides leadership and administrative oversight of basic and translational research programs including staffing, compliance, fiscal, information technology (IT), and facility needs
  • 15% Provides leadership in developing and administering budgets. Oversees financial operations including grants, contract, and other funds to ensure adherence to prudent and generally accepted accounting practices, and compliance with Federal, State, university, and sponsor rules, regulations, laws and bylaws
  • 5% Provides leadership for faculty recruitment, evaluation, development, and promotion processes
  • 5% Provides oversight and management of office and research space on and off campus, department information systems, and regional network development
  • 5% Responsible for communication and marketing of department activities, accomplishments, and department philanthropic activities including meeting with and engaging potential donors
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 5% Collaborates on a wide variety of administrative issues with leadership, faculty and staff of related units within the School of Medicine and Public Health, the broader UW-Madison campus, and State agencies.

Required Qualifications:
- At least 4 years of professional administrative experience with progressively increasing responsibilities
- Experience in fiscal management
- At least 1 year of staff supervision experience

Preferred Qualifications:
- Two or more years of supervisory experience
- Experience supporting one or more of the multiple missions of an academic unit
- Experience leading and supporting strategic planning activities
- Experience navigating challenging personnel issues, including conflict management
- Experience advising senior leadership on strategy, policy development, and decision making
- Experience with philanthropy strategy and oversight of gift funds

Skills & Abilities:
Strong candidates will have effective organization, leadership, communication, and presentation skills, as well as the proven ability to manage and lead staff in a complex and changing environment.

Full Time: 100%

This position requires most work to be performed in-person, onsite, at a designated campus work location. After an initial period, some work may be performed remotely, at an offsite, non-campus work location.

The minimum salary for the position is $120,000 but is negotiable based on experience and qualifications.
