Summary

The Deputy Assistant Inspector General for Audit Services (DAIGA) serves under the direction of the Assistant Inspector General for Audit Services (AIGA). The DAIGA is responsible for conducting, supervising, and coordinating audits, inspections and other activities and for making recommendations to promote economy, efficiency, and effectiveness in the administration of programs administered or financed by the Department and to detect and prevent fraud and abuse in such programs.

Duties

The Inspector General of the Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other services related to programs and operations of the Department. The Inspector General provides leadership and coordination of activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations. The Inspector General also performs activities intended to prevent and detect fraud and abuse in the Department's programs and operations. The Inspector General is the principal advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department's programs and operations and the need for corrective action.

The Office of the Inspector General consists of the following seven components:

Legal Services/Counsel to the Inspector General

The functions of the Audit Services (AS), formulates, recommends, and executes audit policy consistent with guidance of the Council of the lnspectors General on Integrity and Efficiency and the Comptroller General of the United States. AS assures that all activities examining Departmental organizations, programs, activities, and functions are conducted in accordance with applicable standards that include Government Auditing Standards, Quality Standards for Inspections and Evaluations, and Quality Standards for Federal Offices of Inspector General.

The major duties include but are not limited to:

  • Serves as Deputy Assistant Inspector General for Audit Services (DAIGA) responsible for the direction and performance of internal and external audits, inspections, and other activities. This includes reviews of Department operations as well as audits of the recipients of Department program funds.
  • Assists the AIGA with providing supervision and direction to the: Elementary and Secondary Education Oversight Team; Higher Education Oversight Team; Department Operations Oversight Team; Non-Federal Audit Team; Financial Statements Internal Audit Team; and Audit Operations Team.
  • Directs the performance of all internal audits, inspections, and other activities relating to Departmental operations within the framework of policies, standards, and procedures established by AS.
  • Directs the performance of all external audits, inspections, and other activities relating to the educational institutions that receive Department grants and other program funds.
  • Reviews audit and inspection programs and work papers, reports, and audits in process to evaluate adherence to prescribed policies and standards, the quality and effectiveness of audits completed, or in process, and the performance of the staff members.
  • Provides technical and policy advice and assistance on audit program matters to the AIGA.
  • Assures that reviews are performed of existing and proposed legislation and regulations relating to Department programs and operations and those recommendations are formulated relating to the impact of such legislation and regulations on the economy and efficiency of program administration.
  • Coordinates with the OIG's Quality and Integrity Group to ensure appropriate quality assessments are completed.
  • Oversees AS activities relating to budget, audit management system operations, and administrative support.
  • Directs the performance of activities relating to audit resolution, annual work planning process, strategic planning activities, and monitoring and reporting on achievement of organizational goals.
  • Oversees AS activities relating to quality assurance and policy.

  • TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. Qualifications

As a basic requirement for entry into the SES, you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and, evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or non-governmental organization. Your experience should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
  • Supervising the work of employees; and exercising important policy-making, policy-determining, or other executive functions.


If your experience does not include these basic qualifications you will not be determined qualified for this position. You must fully address each ECQ and MTQ. If you fail to do so, you will be rated as ineligible.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. MTQ1: 1. Demonstrated ability to effectively contribute to the leadership and direction of a comprehensive Federal audit, inspection, and evaluation program for a large organization. This include activities such as (1) establishing an oversight vision and strategy; (2) identifying organizational priorities for short, intermediate, and long-range planning; (3) determining related resource needs and making effective resource allocations, and (4) evaluating organizational performance.

MTQ2. Demonstrated ability to oversee and coordinate the activities of numerous project teams simultaneously to ensure the development of high-quality work products that are in conformance with professional standards; developed timely; contribute to organizational goals; and are responsive to the needs of stakeholders.

MTQ 3: Demonstrated ability to communicate effectively, both orally and in writing, with high level officials; and to work constructively with individuals with different viewpoints, goals, or objectives to enhance the effectiveness of an oversight program for a large organization.

When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Education

Basic Requirements

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
