Summary

The Department of Energy (DOE), Office of Inspector General is currently looking for a Deputy Assistant Inspector General for Incurred Cost Audits in the Office of Audits, Incurred Cost Audits Division. Duties

As the Deputy Assistant Inspector General for Incurred Cost Audits, you will:
  • Manage the day-to-day operations of the Incurred Cost Audit program. Provide policy direction, guidance and staff supervision for all audits conducted. Identify, develop, and justify staffing requirements and maintain responsibility for hiring, evaluating, and providing employee development to individual staff members.
  • Advise the IG regarding the accomplishment of the objectives of the programs for which the incumbent is responsible, as well as OIG's overall achievement in meeting the expectations of external oversight groups, such as OMB and congressional committees.
  • Analyze audit techniques, strategies, policies, procedures, and results, prepare management reports, develop materials for use in responding to Freedom of Information requests, and prepare materials for use in responding to Congressional inquiries.
  • Formulate long-range objectives and keeps aware of progress. If indicated, initiates change or shifts in emphasis to improve effectiveness in meeting mission goals.
  • Monitor the efforts of the Operations Offices' Management Evaluations and M&O contractor internal audit staffs to assure adequate reviews of their operations. Integrate the activities of these review groups into the overall audit plan for the Department.
  • Direct and monitor all aspects of audits that are Department-wide in scope, including performing surveys of programs, systems, functions or activities to determine where weaknesses or problems may exist.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed at the GS-15 level or a higher grade level equivalency. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization.

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please ensure you submit a complete and detailed answer for each mandatory qualification.

Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. There are five ECQs:

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • Knowledge and ability to direct the operations of a nationwide Office of Inspector General audit program, including establishing efficient and effective organizations with clearly defined responsibility, authority, and accountability; managing human resources to recruit and develop staff to perform at a high level of competence; and measuring and improving organization performance.
  • Possesses and applies broad knowledge of Federal finance and operations for the purpose of developing plans for audits, including performance, incurred cost, Cost Accounting Standards (CAS) compliance, and financial audits, as well as CAS disclosure statement reviews/audits based on magnitude of operations, risk of fraud or abuse, and other factors.
  • Demonstrated experience in managing large teams that perform a full range of highly complex audit and review work. Such work routinely involves supervising federal and contractor personnel conducting incurred cost audits, CAS compliance, and financial audits, as well as CAS disclosure statement reviews/audits.
  • Expert knowledge in leading the development of high-quality work products (e.g. audit reports, testimony, correspondence, briefings) that are in conformance with government audit standards, and CIGIE audit standards; are submitted timely; and are complete, accurate, well-written, and responsive to the goals and objectives/priorities of the Inspector General, the Department, Congress, and the public.

Education

1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
