10% amount of time in this position will be required to travel (mostly in state with some out of state travel for conferences and development opportunities). 90% amount of time will be non-travel related duties and of that, 80% amount of time can be done remotely. More information will be provided in the interview stage.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

This position acts regularly as the head of the Bureau's daily operations. This position is responsible for administering, directing, coordinating, planning, monitoring, and evaluating the operational activities of statewide programs that serve refugees and similar eligible immigrant communities. This position, in conjunction with the Bureau Director, manages the development and implementation of Bureau activities, policies, and procedures as necessary to carry out the program goals of ensuring the highest possible quality of service for refugees in Wisconsin.

Salary Information

The classification title for this position is DCF Manager . The starting salary is between $34.73 and $58.00 per hour ($72,238 and $120,640 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 81-01. A two-year career executive trial period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:
  • Experience managing staff and their performance (setting expectations, measuring performance, building trust, etc.).
  • Experience leading unit operations (managing and directing day-to-day processes for quality, efficiency, and delivery through problem solving, communication, time management, etc.).
  • Experience working with a variety of internal and external stakeholders for the benefit of human services programs and/or those served by human services programs.
Well-qualified applicants will have:
  • Experience developing staff and building team culture (helping staff/teams create shared beliefs and values, creating and fostering a strong team culture, etc.).
  • Experience managing multiple complex operations simultaneously (e.g., monitoring, federal reporting, technical assistance, and policy implementation).
  • Experience administering federal and/or state programs to assist vulnerable populations.
