DIVISION DESCRIPTION
The California Housing Finance Agency (CalHFA), Information Technology (IT) Division is responsible for providing secure, responsive, and innovative technical infrastructure, systems, and services that enable the Agency to achieve its strategic objectives and fulfill its mission. IT Division is comprised of four units: Information Security and Exchange, Application Systems Development and Support, Technical Support Services (Infrastructure and Network), and IT Operations (IT Project Management, Procurement, Budgets and Workstation Support).

POSITION SUMMARY
Under the administrative direction of the Chief Information Officer (CIO), the Deputy Chief Information Officer (DCIO), directs, coordinates, organizes, and controls the development, reporting, policies, and continued operation of all information systems and related technology solutions throughout the Agency. The duties contained in this job description reflect general details as necessary to describe the principal functions of this job. Working Conditions

CalHFA is a high-rise building conveniently located in downtown Sacramento with access to public transportation (light rail and bus) and freeways (I-5, 99, and Business 80). It is a block from Downtown Commons (DOCO), the Golden 1 Center, and many restaurants. CalHFA employees also have access to the gym located in the building.

    A Statement of Qualifications(SOQ)describes your experience, knowledge, and abilities as they relate to each item listed below.

    AN SOQ IS REQUIRED AS PART OF THE EXAMINATION PROCESSAND MUST BE SUBMITTEDWITH THE STD. 678 EXAMINATION/EMPLOYMENTAPPLICATIONTO BE CONSIDERED FOR THIS POSITION. The SOQ serves as the examination for this CEA recruitment and shall be the basis for the candidates final score and rank on the eligibility list.

    The answers should be singled-spaced, 12-point font, and no more than four (4) pages. The answers must clearly and concisely provide relevant experience, education,and/or training. Please include the questions with the responses and they must be numbered and answered in the same order as below.
    1. Describe the training and work experience that has prepared you to perform the day-to-day responsibilities of this position, especially in the areas of network, hardware, storage, software, and communications systems. Provide specific examples of your experience in managing these types of activities, the level of complexity and sensitivity involved, and practices that you have used and would continue to employ to be successful.

    2. Describe your experience with technology assessment, evaluation, and modernization. Provide specific example(s) of a project or two, where you performed an assessment of the current state of technology, what steps did you follow, and how did you bring about the modernization effort while managing expectations of all stakeholders.

    3. Describe your experience overseeing the planning, implementation, and coordination of information technology projects interfacing with other oversight stakeholders (internal and external), including the review of information technology purchasing requests, procurement, and contracts.

    4. Describe your experience providing executive level consultation and policy guidance on matters related to business programs and information technology administrative, operational, and technical policies and processes.

    5. Describe your management style and provide examples of your experience promoting a collaborative work environment. Additionally, discuss how you have managed subpar employee performance, successfully resolved personality differences within and among peers/teams and how you have successfully developed, mentored, and coached direct reports and teams that you have led.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
    • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
