Duties Description Reporting to the General Counsel, the incumbent of this position will serve in the Office of Cannabis Management's (OCM) Office of General Counsel and will help oversee the litigation unit as directed, including but not limited to overseeing litigation activities for OCM, in conjunction with the Attorney General's Office. The incumbent will interpret laws applicable to the OCM and uphold decisions made regarding licensing, operations, and administrative litigation. General duties may include providing oral and written counsel to program staff; managing personnel matters; developing regulations, memoranda of understanding; and drafting and reviewing legislation. Other duties may be assigned as appropriate. The incumbent will also be expected to attend meetings as needed, provide legal advice to committees and councils, and communicate well internally and externally.

Duties include, but are not limited to:
• Supervise, train and mentor mid-level management attorneys, entry level attorneys, legal assistants, and administrative assistants in all phases of the execution of their duties and responsibilities.
• Provide legal counsel, advice, and strategies in support the mission, goals, and objectives of the OCM.
• Brief agency leadership regarding litigation matters as needed.
• Establish working relationships with the New York State Attorney General's office and other law enforcement agencies in New York State to further the work of the OCM.
• Monitor cases in New York State courts relating to the Cannabis Law and New York administrative law and procedure.
• Develop litigation strategies for internal and external litigation based on prior OCM administrative cases and New York State case law.
• Develop reporting methods to efficiently track and monitor all external and internal litigation pending with OCM.
• Respond to litigation questions or requests arising from interaction with the OCM business units or as assigned by General Counsel.
• Ensure appropriate systems to establish discovery holds and respond to all discovery requests in a timely and efficient manner.
• Assist as necessary with preparation and finalization of rules and regulations in support of OCM's and CCB's business units including processing in accordance with the State Administrative Procedure Act.
• Other duties as assigned by the General Counsel or Principal Deputy General Counsel.
