Possession of a Master's Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for
fiscal and program administration.

Duties Description Sunmount campus has four Intensive Treatment Options. Three are secure units and one non-secure unit. The Center for Intensive Treatment (CIT), Regional Intensive Treatment Unit 1 (RIT 1) and Regional Intensive Treatment Unit 2 (RIT 2) are the secure units and Local Intensive Treatment Unit (LIT) is non-secure. The CIT, RIT 1 and RIT 2 all currently have three housing units. The LIT has 4 housing units. The current census for the Campus is approximately 125 individuals but this number changes weekly due to admissions and discharges. Individuals from around the state live on campus. Sunmount campus is an Intermediate Care Facility and follows the federal regulations and receives Medicaid funding. The program is surveyed by the Department of Health against 9 conditions of participation and more recently COVID regulations. The Sunmount campus has a complement of clinical disciplines, which include Medical, Dietary, Vocational Rehabilitation, Speech, Occupational Therapy, Physical Therapy, Social Work, Psychology, along with the Quality Management department all in place to ensure Federal Regulations are met. The QM department (legal processing, incident management and health information management) is responsible for regulatory oversight of the campus and the community. The campus also has a therapeutic pool. Individuals are designated to the Sunmount Campus through the OPWDD Central Office Division of Statewide Services called the Bureau of Intensive Treatment Services. Approximately 350 direct care staff and clinical staff work on the Sunmount campus. Several other departments work on the Sunmount campus to support the operation of the facility. These include, Transportation, Business Office, Human Resources, Property Supports and Emergency Services, and the Office of Investigations and Internal Affairs.

Primary Duties:
• Will provide operational oversight in support of day-to-day functions of the Sunmount ITO Campus.
• Conduct daily clinical rounds meetings across various programs within the Sunmount ITO Campus.
• Serve as part of the ITO Governing Body and the Regional leadership team.
• Provide expert clinical consultation to state operated programs in conjunction with local Medical Directors, Directors of Nursing, and/or other Subject Matter Experts to enhance and develop innovative clinical services.
• May assist in conducting case conferences and educational sessions to medical/clinical staff to present information on complex cases and treatment strategies.
• May assist with the discharge planning of individuals from various settings (medical/mental health hospitals,correctional facilities), especially in terms of health care needs. May take part in discharge planning meetings as needed to assist in rendering decisions regarding admissions/re-admissions to residential facilities.
• Assist State Operations to achieve optimal outcomes through a focus on appropriate treatment, clinical quality assurance and service utilization.
• Provide guidance in response to investigations and recommendations from the Mortality Review Committee, NYS Justice Center, and the Office of Investigations and recommendations from the Mortality Review Committee, NYS Justice Center, and the Office of Investigations and Internal Affairs
• Assist with ensuring regulatory compliance with all laws, rules and regulations governing Intermediate Care Facilities.
• Provide technical assistance in responding to NYS Department of Health surveys and citations.
• Assist in the oversight of medically related contracts and/or providers (Physical Therapy, Speech Therapy, Dental, etc.)
• Serve as the primary administrator on call for the Sunmount Campus prior to calls being made to the Deputy Director for Sunmount District.
• Utilize data to improve access, quality, or treatment outcomes for special populations. Will provide recommendations to regional leadership regarding development of needed systems and placement opportunities.
• Developing and implementing strategies for assessing and improving the quality of and appropriateness of care, review of quality outcomes data, and initiation of performance improvement projects as needed.
• Support the region in evaluating and establishing district policies and procedures that assure delivery of high-quality clinical/medical services, regulatory compliance, and high-quality outcomes for individuals in receipt of services in state operated programs.
• Support the use of the Electronic Health Record (EHR) by having an active role in the utilization, review, and analysis of EHR data to identify opportunities for improvement.
• Development and maintenance of technical guidance and training to ensure consistency of operations across the region.
• Oversees the management of activities related to the delivery of medical care and clinical services such as cost management, utilization review, quality assurance, and medical protocol development
• Coordinate meetings with medical staff to discuss statewide policy and practices and provide training as needed or requested
