The California Department of Corrections and Rehabilitation (CDCR) seeks a strategic and charismatic leader who will provide budgetary oversight and direction over the Accounting Services Branch and Budget Management Branch in the Division of Administrative Services.

The Deputy Director, (DD), Fiscal Services serves as a high-level policy adviser and expert of fiscal and budgetary matters that impact the Department and its operations, including adult institutions and adult parole operations, and managing CDCR's $14.4 billion dollar budget. The DD provides consultative and advisory expertise to Executive Management on the budget development processes for the Department, including the preparation of budget change proposals, schedules, and budgetary reports.

Working Conditions

The CDCR Headquarters location offers a secured access facility with an on-site fitness center, convenient transportation options including light rail and pre-tax parking, as well as a variety of nearby shopping locations.

25% Travel is required. Reimbursable, in-state overnight travel will be required.

The position(s) is eligible for hybrid telework, in accordance with the Statewide Telework Policy and will be required to report to the office a minimum of two days per week and as needed/required. Specific telework schedules may be discussed further during the interview process. The successful candidate must reside in California upon appointment.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

2. These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

  • Broad and extensive experience in fiscal and budget management including the principles, practices, and methods of fiscal accountability (e.g., capital outlay, procurement, special projects, position allocation, cost analysis, and Budget Change Proposals (BCPs) which includes knowledge and utilization of automated resource management systems.
  • Experience providing leadership, flexibility, and judgment in managerial and program administration, budget management, and fiscal processes; and the ability to analyze complex program issues or problems and develop recommendations to resolve the issues.
  • Exceptional verbal and written communication skills including the ability to articulate complex issues to stakeholders and senior leaders.
  • Demonstrated professionalism gaining the confidence of top-level administrators and strategically engaging, influencing, and collaborating with internal and external stakeholders.

  • Examination Information

    This examination will consist of a review by an executive screening committee of the candidates' Statement of Qualifications (SOQ). Candidates will be competitively ranked according to their qualifications using predetermined evaluation criteria consistent with the minimum and desirable qualifications for the position. An SOQ is a narrative discussion of how the candidate's education, training, experience, and skills meet the Desirable Qualifications for the position, and serves as documentation of each candidates' ability to present information clearly and concisely in writing.
