Position Summary

The Deputy Director Legislative Affairs develops and executes legislative strategies for the Office of the Secretary of State, acting as the primary liaison with the state's General Assembly and executive branch and U.S. Congress. Reporting to the Director of Public Policy and Legislative Affairs, the Deputy Director manages stakeholder relationships, monitors and drafts legislation, and educates policymakers. The role includes advocating with members of the General Assembly and executive branch as well as U.S. Congress on legislative priorities of the SoS office, representing the office in legislative functions, ensuring compliance with lobbying and ethics laws, and conducting regular outreach and collaboration with internal and external partners. The Deputy Director also responds to constituent and stakeholder inquiries to support the office's strategic policy and legislative initiatives.

Essential Duties and Responsibilities

Strategic Relationship Management:

o Establish and maintain relationships with key stakeholders in local, state, and federal government.

o Maintain and update contact information for key contacts.

o Collaborate with the Director of Public Policy and Legislative Affairs on public policy and legislative priorities and weekly outreach to policymakers and stakeholders.

Legislative Monitoring and Development:

o Monitor and research public policy proposals and assist with drafting and tracking relevant legislation.

o Educate policymakers on matters relevant to the office and position the office as a resource.

o Attend General Assembly committee hearings and provide updates and briefs to the Director of Public Policy and Legislative Affairs.

o Draft policy briefs on introduced legislation impacting the office.

o Advocate for the office's strategic vision.

Internal Collaboration and Reporting:

o Participate in internal meetings to develop and track strategic legislative initiatives.

o Collaborate with advocacy groups and provide regular reports on legislative and policy developments.

o Support the Director of Public Policy and Legislative Affairs with legislative and administrative tasks.

Advisory and Representation:

o Advise the Secretary of State and senior leadership on legislative engagement and draft public comments.

o Represent the Secretary in meetings, committee hearings, and other legislative and public policy functions.

o Flag elected official news and updates for the SoS senior leadership team.

Influence and Visibility:

o Strengthen the office's influence with government officials, policymakers, and advocacy groups.

o Develop communication content for intergovernmental contacts and third-party stakeholders.

o Plan and track regular outreach to General Assembly members.

Compliance and Collaboration:

o Ensure compliance with lobbying and ethics laws.

o Collaborate with various office divisions to support their objectives and educate stakeholders on policy priorities.

o Respond to constituent and stakeholder inquiries, flagging relevant issues as needed.

Qualifications

Education:

  • A bachelor's degree in Political Science, Public Administration, Law, or a related fieldis required.
  • A master's degree or Juris Doctor (JD) is preferred.


Experience:

  • Minimum of 4 years of experience in legislative affairs, public policy, government relations, or a related field.
  • Demonstrated experience working with local, state, and federal government officials and agencies.
  • Proven track record of managing legislative strategies and drafting policy briefs.
  • Experience in compliance with lobbying and ethics laws is preferred.
  • Prior experience in a similar role within a governmental or large non-profit organization is advantageous.
