Under the general direction of the Assistant Executive Director, the Deputy Director of Public Education oversees the development and management of outreach and education program guidelines, materials, and monitoring activities. The incumbent engages in comprehensive correspondence with the general California public at large, and all internal publics within the Office to support the advancement of broad Office goals and priorities, including the statewide communication strategy for COVID-19 outreach and extreme heat and drought education through OCPSC.

The Deputy Director of Public Education oversees the development and implementation of OCPSC projects and activities that support the establishment of open and honest lines of communication between California's government agencies and its diverse communities. This position requires that the incumbent have a background in civic engagement, communication, and public relations to develop management strategies of various workflows and effective relationships with key stakeholders in innovative ways. This position's primary focus is to oversee all contracts and activities related to OCPSC public education programs and strategies.

The Deputy Director of Public Education also manages a team of communications strategists, press secretaries, and writers.

Working Conditions
Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move objects weighing up to 25 lbs. Involves sitting most of the time but may involve walking or standing for brief periods of time. This position may be eligible to participate in OPR's hybrid telework schedule. Participation in Telework is subject to OPR's guidelines. Occasional/overnight travel up to 20% may be required.

All OPR employees must reside in California upon appointment.

    The Governor's Office of Service and Community Engagement (GO-Serve) elevates paid service and volunteerism in the state, promotes more youth and community engagement, and advances public awareness and outreach campaigns to tackle the state's most pressing challenges. Go-Serve consists of the Office of Community Partnerships and Strategic Communications (OCPSC), California Volunteers (CV), and the Youth Empowerment Commission (YEC).

    The Office of Community Partnership and Strategic Communications (OCPSC) is a $65 million state investment to formalize and leverage the infrastructure and work the state developed to support the 2020 Census and COVID-19 public awareness and community engagement campaigns. The OCPSC will centralize and streamline statewide efforts to manage the state's highest priority public awareness and community outreach initiatives.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of: The organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development.

    Ability to: Plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and establish and manage project priorities.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    • Principles, practices, and trends of marketing, public relations, and social media with an emphasis on reaching multiethnic communities.
    • Techniques of organizing and motivating groups.

    Examination Information

    The examination process will consist of an application and the Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the Desirable Qualifications of the position and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications will be the only basis for your final score and rank on the eligibility list.
