Position Summary:

The Deputy Executive Director for Enrollment (DED) leads the Enrollment Division, overseeing three key teams responsible for enrollment processes (Process), admissions processes for selective enrollment schools (Admissions), and various outreach programs (Outreach). This senior leadership role is responsible for developing and implementing comprehensive strategies to increase district-wide enrollment, managing cross-functional initiatives, and fostering collaboration among central office teams, schools, and community stakeholders.

The ideal candidate must be highly skilled at strategic and analytical thinking, team management, relationship building, and project management. The DED must have a passionate belief in the mission of Detroit Public Schools Community District and delivering excellent customer service to families, schools, and colleagues across the District.

Minimum Qualifications:
  • Bachelor's Degree or higher in a related field of study.
  • At least three (3) years of leadership experience managing teams or overseeing multiple teams, preferably in a nonprofit, education, consulting and/or entrepreneurial environment working in settings that serve low-income students and communities.
  • Proven track record of success in strategic planning and leading significant cross-functional initiatives in diverse and complex organizational settings.
  • Demonstrated experience in data-driven decision making and implementing data management practices and systems.
  • Familiarity with or experience overseeing complex database systems, preferably student information systems or enrollment management platforms.

Additional Requirements
  • Access to reliable transportation for travel between the Fisher Building, schools, and community locations throughout the district.

Essential Functions:

Strategic Leadership and Team Management
  • Develop and implement the district's comprehensive enrollment strategy, aligning with DPSCD's strategic plan and collaborating with central office teams and school leadership.
  • Establish and monitor key performance indicators (KPIs) for enrollment growth, retention, and process efficiency across all functional areas.
  • Lead regular reviews of enrollment trends, processes, and outcomes, identifying opportunities for improvement and innovation across all functional areas.
  • Provide leadership and direction to the managers of each functional area, ensuring alignment with divisional goals and district priorities.
  • Foster a culture of excellence, collaboration, and continuous improvement aligned with the District's core values within the Enrollment Division.
  • Manage the division's budget and resources, aligning expenditures with strategic priorities.
  • Serve as the primary liaison between the Enrollment Division and other central office departments, fostering strong partnerships to support enrollment growth.
  • Lead cross-functional initiatives to improve enrollment processes, family engagement, and school support systems.
  • Ensure compliance with all federal, state, and local regulations governing student enrollment.

Enrollment Processes
  • Guide the development and implementation of efficient, customer-focused enrollment processes for PreK-12, including the launch of online enrollment systems.
  • Lead data-driven decision-making processes, partnering with the Data Assessment and Accountability team to ensure access to clear, actionable enrollment data for process improvement.
  • Oversee the creation and delivery of professional learning resources for school staff to implement enrollment processes effectively.
  • Establish quality assurance protocols and monitor the fidelity of enrollment processes across the district.
  • Identify and prioritize high-impact initiatives to streamline and improve enrollment processes, allocating resources effectively.

Admissions for Selective Enrollment Schools
  • Provide strategic oversight to admissions processes for selective enrollment schools, ensuring equity and efficiency.
  • Guide the development of clear, codified process flows, operating principles, and quality assurance protocols for centralized admissions decisions.
  • Oversee the implementation of admissions processes and quality assurance protocols to ensure fidelity and accuracy in admissions decisions.
  • Lead the evaluation of admissions processes, identifying opportunities and developing data-driven recommendations to evolve admissions processes as needed to address gaps and improve outcomes.

Enrollment Outreach
  • Set strategic direction for outreach efforts aligned with overall enrollment growth strategies.
  • Direct the strategic deployment of Enrollment Division resources to support high-priority "Investment Schools" in growing enrollment.
  • Oversee the development and execution of flagship Enrollment Outreach programs (Level Up Bus Tours, Ambassador Program, and more).
  • Guide the analysis of enrollment and demographic trends to identify high-priority schools for targeted support.
  • Lead the coordination with key central office departments to design initiatives that grow enrollment, increase re-enrollment, maximize FTE capture during state count windows, and deepen family engagement.

Continuous Improvement and Stakeholder Engagement
  • Stay informed about best practices and innovations in K-12 enrollment management, adapting strategies as needed to meet the evolving needs of DPSCD.
  • Identify policy issues related to enrollment, admissions, and equity of access, collaborating with relevant stakeholders to develop and implement solutions.
  • Build and maintain strong relationships with school principals, community leaders, vendors, and other key stakeholders to support enrollment growth initiatives.
  • Manage key relationships with principals and other school-based staff to ensure adherence to DPSCD enrollment policies and practices.
  • Perform other duties as assigned by the Chief of Staff, or designee.
