Job Duties

The Virginia Department of Emergency Management is seeking qualified candidates for the position of Deputy State Coordinator for Field Operations. The Deputy State Coordinator for Field Operations serves as a member of the Executive team in the agency and has a critical role in ensuring the agency's mission is achieved. This position will report directly to the State Coordinator (Agency Head).

The Deputy State Coordinator for Field Operations (Deputy State Coordinator) will be responsible for providing strategic and operational leadership to the Regional Support Division, Special Operations Division, and Logistics Support & Coordination Division. The Deputy State Coordinator will oversee the development, efficiency, and seamless alignment of policies and procedures within the assigned Bureau to the agency. This role serves as an executive operations and logistics liaison before, during, and after incidents, reporting to the Chief of the VEST.

The Deputy State Coordinator will be required to provide professional development to the Field Operations Bureau to ensure timely, proficient, and ethical responses to emergencies, disasters, or complex incidents regardless of size or scope. This is a role that must possess a comprehensive understanding of national and state emergency management doctrine, systems, processes, networks, and relationships. The Deputy will be must be capable of communicating with a diverse audience of state and senior officials, public safety professionals, industry stakeholders and representing the State Coordinator on workgroups, associations, taskforces, or other bodies as needed. Additionally, the Deputy State Coordinator will be responsible for maintaining the Bureau budget and grant programs, with a specific focus on those related to special operations teams, deployments, and EMAC requests.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disaster/events, as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP.

Minimum Qualifications

• Extensive knowledge and executive-level experience directing functional areas such as incident coordination, emergency response, special operations, staff deployment, and regional support.
• Ability to develop strategic plans; manage resources; analyze data, render solutions, and synthesize diverse and complex information.
• Ability to develop and implement division objectives, policies, and procedures.
• Demonstrated ability to interpret, forecast, and oversee state budgets for a variety of departments with an understanding of the legislative process.
• Demonstrated ability to plan monitor and evaluate programs; conduct investigations and facilitate process improvements.
• Proficiency in the use of computers, Microsoft Office, and various software.
• Possess excellent interpersonal, verbal, and written communication skills effective across multiple sectors and disciplines.
• Possess excellent presentation and public speaking skills in interaction with the media.
• Ability to exhibit ethical behavior, and good judgment; timely and balanced decision-making making which reflects the mission of the agency
• Strong proficiency in facilitation and mediation, with proven abilities in conflict resolution.
• Demonstrated leadership skills to supervise, motivate, and inspire teams toward excellence.
• Ability to interact with senior-level government officials and industry representatives; provide principal staff support to senior-level government officials, commissions, and policy groups and work with sensitive information or classified material.
• Proficient in managing departmental budgets, including budget development, monitoring, forecasting, and allocation of resources to align with organizational goals and priorities.
• Demonstrated understanding and knowledge of professionalism and conduct, ensuring the ability to maintain a neutral position in decision-making processes, uphold ethical standards, and prioritize the organization's goals and objectives above personal or political interests.
• Ability to function collaboratively as a member of the executive team.
• Ability to model flexibility to learn new skills and adjust to and manage change in the workplace.
• Ability to supervise staff, set priorities, plan, and delegate, lead, and direct the work of others.

Additional Considerations

• Experience working in emergency or disaster program management and with a disaster response or public safety agency.
• A degree is not required for this position, however, providing a list of any emergency management-related courses and/or trainings would be helpful to assist us with evaluating your proficiency in any of the areas listed above.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
