JOB PURPOSE:

Works under the direction of the Training Administrator; Under limited supervision, completes administrative tasks required to maintain agency compliance with the Criminal Justice Academy standards for training and certification; Anticipates and identifies any foreseeable concerns or issues and takes initiative to problem solve and implement a solution; Provides and delivers training to direct care staff in the agency This position supervises/manages the agency's detention training program.

JOB RESPONSIBILITIES:

Communication, Administration, and Organization - Serves as Detention Training Specialist.

Oversees and works to ensure agency compliance with the Criminal Justice Academy training requirements and regulations for the Detention Center.

Establishes, implements, and manages systems and processes to track and document training for JDC staff.

Completes administrative work assignments using CJA required forms, maintains physical and electronic files, ensures accuracy and timely submission.

Cultivates a strong and positive working relationship with external and internal stakeholders to include the CJA, JDC Leadership, and the Human Resources Division.

Monitors the Detention Training mailbox, handles and responds to email messages accordingly.

Conducts and facilitates training related to assigned training programs (Basic, Recertification, and In-service) based on the identified programmatic and/or agency needs while utilizing various training modalities including, but not limited to virtual, in-person, and eLearning platforms.

Effectively conducts training (individual and/or cofacilitation) as needed, implementing effective and engaging training skills for participants.

Adjusts training delivery styles to meet the needs of participants.

Ensures compliance with various standards for testing administration and skill assessments.

Maintains and obtains instructor certifications in nationally recognized and/or accredited training programs required to meet agency needs.

Conducts formal and informal evaluations of trainings and training methodologies to ensure compliance with various standards including, but not limited to, quality of instructional content, juvenile correctional best practices, and workforce/talent development best practices.

Uses expertise to make recommendations for execution of projects while acting as a good steward of available resources.

Provides updates and recommendations for training quality improvements based on feedback, and implements updates based on approval.

Ensures fidelity to lesson plans for training delivery.

Conducts formal and informal needs assessments by applying analytical skills in collecting information that identifies gaps as it relates to the training of employees who are responsible for providing direct care and recommend solutions.

Maintains and further develops specialized knowledge and expertise in core competencies for trainers.

Maintains and keeps abreast of training best practices, knowledge of new methods and techniques for training, and training requirements applicable to the organization.

Possesses knowledge of adult learning, facilitation skills, and training delivery.

Maintains advanced knowledge of agency policies and procedures.

Seeks and pursues opportunities to advance know how and skills of correctional settings.

Performs other related job duties as directed based on division or agency needs.

Minimum and Additional Requirements

STATE MINIMUM REQUIREMENTS:
A bachelor's degree and relevant training and development experience.

ADDITIONAL REQUIREMENTS:

Must be able to effectively complete administrative tasks, be organized, and manage time to meet deadlines.

Requires knowledge of training principles and adult learning practices.

Knowledge of methods and techniques of conducting formal and informal training sessions.

Ability to lead discussion groups to stimulate participants in the learning process.

Ability to establish and maintain effective working relationships.

Ability to analyze training/ development needs to and resources as well as communicate solutions effectively utilizing critical thinking skills.

Knowledge of juvenile justice system required.

Works closely with the training division managers to plan, deliver and coordinate all trainings for assigned area.

Has the capacity to work independently to identify and prioritize job tasks as well as carry out major assignments.

Works effectively under general supervision having scheduled performance reviews (EPMS) in accordance with agency policy and other training quality assurance checks.

Includes and consists of physical intervention techniques and on-the-job functions but not limited to: Handcuffing (hands extended behind back), prone positions (flat on stomach and/or back), bending at the waist and torque motions; Lifting hands above the head, repeated breathing (inhaling/exhaling) techniques for First Aid/CPR/AED. Kneel on knees (together and individually) unsupported. Walk and/or stand for extended periods of time, sit in a desk chair for up to eight hours per day at least 5-7 days per week.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Trainings applicable to these duties will be provided.

Routine travel throughout the state possible.

Position is not sedentary; employees must be mobile and able to bend, kneel, lift, carry, and demonstrate physical safety interventions applied on youth (see comment section for additional details).

Attend training and maintain certification required to meet agency needs.

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:

Bachelor's degree with supervisory experience and six years of experience conducting training for corrections, law enforcement or military personnel. Must complete CIA requirement.

Additional Requirements:

Successful completion of Detention Basic training at the SC Criminal Justice Academy and DJJ's Training of Trainers within nine months of hire ad other applicable certifications as required. Must successfully complete and maintain instructor certification in agency's selected behavioral management training which includes the primary restraint and take down techniques and on-the-job functions.
