The Washington County Developmental Disabilities (DD) Division is seeking a talented and experienced leader to oversee and support a diverse, highly motivated team of Services Coordinators who are responsible for delivering developmental disabilities services to children in Washington County. This In-Home Program Supervisor will work in collaboration with the other In-Home Program Supervisors and the Developmental Disabilities leadership team to ensure we are meeting state contract requirements and metrics. This individual will have a pivotal role in setting a positive work culture and environment and supporting the DD Division in our efforts to center our work around Equity, Diversity and Inclusion and creating a trauma-informed workplace.

This position will report to the DD Division Manager and perform administrative and leadership duties in the planning, development and implementation of developmental disabilities services in Washington County. This position will also plan, organize, supervise and coordinate the work of staff involved in the coordination and delivery of appropriate services to individuals experiencing intellectual and developmental disabilities, focusing on supporting the Kids In-Home Services Team. This individual will be responsible for acting as a representative on county, regional and state work groups; be responsible for implementing new services and strategies; and be part of the management team for the Intellectual and Developmental Disabilities Division. Supervisory responsibilities include recruitment, coordination of staff training, monitoring assigned work and performance evaluation.

The ideal candidate will have a passion for leading and supporting a team of experienced professionals and staff development. Experience in the developmental disabilities system in Oregon is highly desired, including case management experience, program development, policy and procedures, and familiarity with county-delivered services. This position requires considerable written and verbal communication skills, and the ability to lead and collaborate with diverse audiences, specifically racially, ethnically and socioeconomically diverse communities. In addition, the ideal candidate will have:

Experience:
- Supervising professional staff
- Working within a County Developmental Disabilities Program or Brokerage
- Collaborating with system partners and stakeholders
- Hiring, on-boarding and supervising staff
- Working within and interpreting administrative rules and statutes

Knowledge of:
- Caseload management
- County-delivered services
- Oregon Administrative Rules and Statutes for developmental disabilities services
- Individual Support Plans or Medicaid plans of care
- Medicaid waivers and Oregon Medicaid State Plan
- Policy and procedure development
- eXPRS Payment and Reporting System

Ability to:
- Supervise and support a team of Services Coordinators
- Provide guidance and training to DD Division staff
- Be a collaborative partner with Developmental Disabilities system stakeholders
- Organize and/or provide case coverage for program staff in their absence or in an emergency
- Answer questions and provide information to the public
- Investigate complaints and recommend corrective action as necessary
- Work effectively with individuals of varying backgrounds and capabilities

Minimum Qualifications
  • Eight (8) years of experience in technical or professional level staff work related to developmental disabilities services, which includes at least one (1) year of experience in program management, fiscal management, team leadership, or direct supervision of staff. OR
  • An Associate's Degree in behavioral science, social science, health science, special education, public administration, human services administration, or a related degree; AND six (6) years of experience in technical or professional level staff work related to developmental disabilities services, which includes at least one (1) year of experience in program management, fiscal management, team leadership, or direct supervision of staff. OR
  • A Bachelor's Degree in behavioral science, social science, health science, special education, public administration, human services administration, or a related degree; AND four (4) years of experience in technical or professional level staff work related to developmental disabilities services, which includes at least one (1) year of experience in program management, fiscal management, team leadership, or direct supervision of staff.
