Under the general direction of the Customer Support Services Information Technology Manager II (ITM II) within the Infrastructure Services Division (ISD), the Information Technology Specialist (ITS) Ill performs as a master-level architect and principal systems engineer, directing the work activities of a cross functional, multi-disciplinary team of data center IT systems specialists, and vendors to architect, design, implement and support desktop and device management solutions and services for the Office of Legislative Counsel (OLC) and its customers. The ITS III possesses a wide and deep practical technical knowledge basis, which includes emerging, cutting-edge technologies, and is recognized as an industry expert in desktop and device management. The ITS III provides a mastery level of team leadership qualities and plays a major role in formulating technological strategy and policy. The ITS III works with other technical leads within the Legislative Data Center (LDC) in the development and formation of policy, practices and standards related to enterprise technology.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide legal services and information technology support services to the California Legislature. Office of Legislative Counsel employees are excluded from collective bargaining and, therefore, receive enhanced benefits.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 6+ years of experience leading technical teams responsible for providing IT services, including but not limited to, designing, deploying and managing enterprise desktop computing/mobile device management architectures, managing Microsoft Windows operating system deployments, and application packaging/distribution on an enterprise scale
  • 6+ years of experience in customer relationship management, consulting and support of the current technologies and industry trends, and coordinating/working collaboratively with internal and external teams in order to develop IT strategies that enhance services to meet customers' business and information technology needs
  • Experience designing, implementing and managing Microsoft Configuration Manager/System Center Configuration Manager, and endpoint management technologies such as VMWare Workspace One Intelligent Hub/AirWatch, Microsoft Intune/Microsoft Configuration Manager
  • Experience building strong relationships with high profile customers and providing the highest level of customer service, communicating effectively and professionally with customers, executive leadership, and internal teams
  • Experience leading a team of high performing IT professionals to support the delivery of IT services
  • Ability to provide metrics on incident and service requests to support service level agreements
  • Experience working in the delivery of project management, vendor management, and advanced technical support
  • Ability to create cross-training opportunities and provide motivational techniques to improve skills, create high performance service culture for staff development and retention
  • Knowledge of the legislative business cycle and legislative calendar in order to avoid service interruptions impacting customers
  • Demonstrated experience in team leadership to contribute to the success of high-performing teams while creating a service culture among staff to service both internal and external customers
  • Excellent oral and written communication skills
  • Use creative problem solving combined with practical sense to meet challenges and resolve issues

Your Responsibilities
  • Design, implement, and support the most complex multiplatform end-user computing architecture components that are critical to the legislative information system environment
  • Lead and direct all phases of the most mission critical IT security projects including activities related to securing project approval, initiation, planning, testing, execution, closure, maintenance, and operations
  • Create up to date procedures and installation instructions for the most critical end-user computing infrastructure components and technologies
  • Keep current on the latest advancement of emerging technologies along with product management practices to ensure product and project development stays on schedule and appropriate action is taken when problems occur
  • Maintain professional internal/external relationships that adhere to the organization's core values
  • Troubleshoot and analyze the most complex system wide outages to provide root cause analysis
  • Provide assessments of current and future information security technologies to executive stakeholders to guide decision making
  • Work with both technical and non-technical individuals both in gathering information and communicating direction and status
  • Work extended hours during critical customer business cycles, major problem incidents, and projects
  • Work well under high pressure to troubleshoot and execute the IT services critical to legislative business
  • Conduct enterprise architecture/end-user computing governance via documenting end-user computing standards and methods to ensure compliance
