SUMMARY:
Responsible for the overall direction and allocation of resources for teams providing engineering support, project management, local government permitting, construction, field inspection and construction management for the company's distribution and transmission infrastructure. Manages overall budgets and staffing necessary to meet the above duties to achieve superior customer service, high quality, accurate and cost-effective project management.

SUMMARY:
Responsible for the overall direction and allocation of resources for teams providing engineering support, project management, local government permitting, construction, field inspection and construction management for the company's distribution and transmission infrastructure. Manages overall budgets and staffing necessary to meet the above duties to achieve superior customer service, high quality, accurate and cost-effective project management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for and directs activities for the construction of distribution and transmission systems for New Mexico operations, including customer-requested distribution line extensions.
- Lead collaborative efforts with PNM stakeholders, consultants and contractors to manage complex projects, identify and troubleshoot performance or quality issues and provide a quality customer experience.
- Directs and oversees programs supporting distribution line extension project management and large construction project management involved in the coordination and overall management of distribution and `large electric transmission projects, including permitting and supplemental review processes.
- Prepare strategic recommendations for future investment to meet company and customer goals.
- Rigorously manage, coordinate and control budgets supporting construction project management resources and timelines.
- Create and maintain an effective department culture that attracts and retains top talent. Oversee personnel management including performance management, recruiting, and training.
- Serve as a leader in safety, ensuring a work environment that is conducive to safe and efficient work

- Extensive and diverse engineering knowledge, field experience, broad non-engineering knowledge and experience managing various aspects of an electric utility
- Effectively oversee both project complexity and volume production.

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:
- Bachelor's degree with seven to nine years of related experience including two years of management experience, or equivalent combination of education and/or experience related to the discipline.
- Master's degree preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Must possess a current, legally valid driver's license and meet the company's driving record requirements.
COMMUNICATION SKILLS:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
- Ability to write complex reports, business correspondence, and procedure manuals
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
- Ability to communicate corporate and department goals clearly and provide specific work instructions in both verbal and electronic format while keeping a motivational and non-derogatory tone
MATHEMATICAL SKILLS:
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
COMPUTER SKILLS:
- Working knowledge of database, inventory, spreadsheet, and word processing software
ANALYSIS AND PROBLEM-SOLVING ABILITY:
- Ability to solve complex practical problems, primarily technical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to integrate technical solutions into larger corporate directives and goals to insure compatibility.
PHYSICAL DEMANDS:
- Ability to stand or walk up to 1/3 of the time and regularly required to sit up to 2/3 of the time. Manual dexterity is required to perform computer applications and good vision is required to perform all aspects of the job. May occasionally lift and/or move up to 5 pounds.
- Some out-of-town and overnight travel may be required.
WORK ENVIRONMENT:
- Office environment with occasional visits to the field.
