Summary:

UNC Hospitals' Police Department is a designated campus law enforcement agency that is internationally accredited by the Commission for the Accreditation of Law Enforcement Agencies (CALEA). Serves as an executive leader and Chief of UNC Hospitals Police department directing commissioned law enforcement, uniformed security and parking and transportation operations. This position oversees and directs leadership staff managing the day-to-day operations of UNC Hospitals' Campus Police Department. Leads department short- and long-range planning and directs staff involved in establishing, promoting and maintaining hospital security and property protection, transportation and parking operations. This position is responsible for police and security functions at UNC Hospitals Chapel Hill, UNCH Hillsborough Hospital, Youth Behavioral Heatlh Hospital (Bunter) and Chatham Hospital along with multiple off main campus ambulatory locations. Provides strategic leadership to and directs departmental staff who implement system security and safety programs, policies and procedures. Provides security and safety related direction and support to facility leadership as needed. Develops strategic security planning to promote alignment among corporate and facility security goals and objectives. Responsible for strategic relationship development and interagency coordination with UNC-Chapel Hill campus police and multiple municipal, county and state law enforcement agencies. Serves as law enforcement, safety and security expert and resource for all UNC Health System entities.

Responsibilities:

  • Financial Stewardship--Develops and submits budgetary requests on or before stated deadlines. Monitors and analyzes budgetary trends. Implements strategies to increase revenue/decrease costs and cost-effectively manage personnel, supply and equipment resources. Makes necessary adjustments to ensure goals are achieved and/or meet budget projections. Recognizes opportunities and implement strategies to increase productivity, drive cost savings, and improve revenue generation (where appropriate).
  • Human Resource Stewardship/Management-oversees effective recruitment, selection, hiring, coaching, and ensures appropriate corrective actions with staff in accordance with UNC Hospitals/Health policies and procedures. Maintains accountability for annual competency assessment of staff. Creates an environment conducive to retaining staff, and to learning. Ensure staff are provided with accurate annual performance feedback and the opportunity to set developmental goals. Conducts and documents regularly recurring staff meetings at which pertinent information such as policy and procedure changes are communicated. Encourages staff to celebrate successes, express concerns and identity opportunities for improvements. Implements strategies to improve employee satisfaction inclusive of strategies to involve employees in decision-making.
  • Leadership--Aligns work unit goals with organizational strategic direction. Participates in formation of strategic goals at the departmental level. Demonstrates corporate citizenship by participating in activities external to assigned work unit/departments. Demonstrates active support of organizational initiatives. Accesses and utilizes appropriate administrative/ clinical/financial systems. Acquires and maintains quantitative skills for data analysis. Leads in change efforts for improvement in work quality
  • Provides quality services that meet regulatory/accreditation requirements. Delivers safe, effective services. Analyzes sentinel events and errors and develops and implements strategies to address the conditions that contributed to these situations. Monitors unit(s) performance and ensures scores are showing improvement. Utilizes IMPACT CARE and AIDE methodologies effectively. Monitors quality of work product for work unit/sector. Maintains familiarity with applicable rules, regulations, and accreditation issues. Ensures work unit is in compliance with applicable rules, regulations, and accreditation issues. Participates in activities designed to monitor and improve compliance.

Qualifications

Education Requirements:
• Bachelor's degree in Law Enforcement or related field; Master's degree in business or related field preferred.
Licensure/Certification Requirements:
• North Carolina Basic Law Enforcement Training (BLET) certification or ability to attain NC law enforcement certification within one (1) year from date of hire.
Professional Experience Requirements:
• Ten (10) years of supervisory experience is required, including three (3) years of experience equivalent to an Assistant Chief or equivalent position, or six (6) years of experience equivalent to a Captain, Commander, or equivalent position, preferably in a healthcare setting.
Knowledge/Skills/and Abilities Requirements:
• Understands and applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
